Halliburton is one of the largest Drilling companies in the world. This company has over 50,000 employees and operates in more then 70 Countries including North America, Central & South America, Africa, Europe, Middle East, Asia, and Oceania. Halliburton consists of two company divisions-(1) Drilling and Evaluation and (2) Completion and Protection This paper will go over the various aspects of Management planning within Halliburton.
Planning Function of Management
Planning is essential at all levels of the Halliburton Organization. Planning is a methodical approach for translating the company mission and vision into strategies and action plans that respond to the customer, stockholders, and employees, as well as regular day to day requirements and changes in the economy. The approach and action plans are developed within the company. Products and service lines support task and Business regions to support their strategies, allowing an organization to become one and implementing the system and achieving the global strategic objectives. Plans also include risk identification, controls, and contingency plans to control and mitigate threats.
Legal Issues
The SD and HSE Executive committee will review incidents with legal counsel, seek guidance on legal exposures and ramifications and the best ways to handle them and prepares for litigation. To accomplish its expected objectives, Halliburton has created the Sustainable Development Health Safety and Environmental Executive Committee. The pace at which the culture and practices change to allow implementation of the management system does not match the speed of operation. Patience is very important when implementing a management system. Understanding the importance of the system will allow Halliburton to widen their status and to continue to grow a strong flow of customers.

Highlighted in their code of conduct, clear and concise internal regulations and expectations concerning operational safety are outlined to provide company-wide compliance (Sustainability Report, 2015). Additionally, these regulations are substantiated by the company’s three levels of verification, which are labeled as self-verification (individual site corroboration), assurance (internal risk assessment team), and audit (independent verification) (Sustainability Report, 2015). While the first two internal systems are vital to the success of the intended safety strategies, the presence of the company’s independent assessment team assures an accurate and non-biased portrayal of compliance information, which validates the company’s transparency efforts. The company’s appointment of Carl Sandlin as their Independent Expert was intended to assist in the implementation of recommendations set out by an internal investigation, which the company has completed 25 out of 26 sanctions (BP, 2012; Sustainability Report, 2015). Moreover, these developments may be a result from past allegations that BP’s auditing systems only accounted for a safety system presence and failed to assess the quality of their structures, verification of correct usage, and system efficiency (Allford & Carson, 2015). Although the cause for these developments resulted from tragic events, these internal improvements provide authenticity to the company’s transparency and create a foundation for company-wide safety compliance in both current and future business endeavors. Ackoff identifies five assumptions commonly made by designers of management information systems (MIS). With these assumptions, Ackoff argues that these assumptions are in most cases not justified cases, and often lead to major deficiencies in the resulting systems, i.e. "Management Misinformation Systems." To overcome these assumptions and the deficiencies which result from them, Ackoff recommends that management information system should be imbedded in a management control system.
