Q1: Essentially, the purpose of having authorities such as the police in our community is for the help and protection of everyone in society, to ensure no one is being deprived of their basic human rights and to respond to and prevent crime. Though, the Victoria Police is constantly being influenced to change its operations.
We live in a society that is constantly and rapidly changing and with these changes the basic social values of the community also transform, Victoria Police is required to transform and grow to enhance the effectiveness of their authority to match the demands of the newly changed society as well as keep up with the high expectations of the public. It is not possible for police to manage crime and public safety alone without major, almost impossible increases in police numbers, this is where the partnership with citizens comes into play, the public also needs to act as police to ensure a safe community to help limit the amount of crime and escalate the feeling of protection. The public would need to be educated and trained about the difficulties there is in the roles of policing and how their assistance, being a member of the community, can enhance public safety. For this to be achieved the Victorian community is expected to have co-operation with authorities, this includes lots of communication. The partnership between the community and the authorities is an example of an important partnership where the Victoria Police will be required to give a much higher level of commitment. This partnership is also vitally important so that trust and confidence is being put into the Victorian Police from the people in the community, police operations would not be as much effective without this, the community and the way the public perceive the members of the police will greatly impact on their
