Modern policing is based on the principles that Sir Robert Peel considered a strong foundation for police and community partnerships. While a democratic society has values in the participation of society, policing hasn’t always followed suit. Traditionally peel’s principles expressed that through democratic principles there was a link between communities and officers. Through this linkage there was a guaranteed success or failure in the delivery of services, based on how these relationships were managed. However as communities became larger and more complex and crime rose to an all time high, a lot of police services shifted to traditional policing methods as they thought it was more effective (Bruce, 2017a).
