In this paper, I attempt to define values-based leadership and explain how the individual and organisational ethics influence the international decision making. Values based leadership carries with it the notion of success without being ignorant to the basic human values. Earmarks of values based leadership are: Loyalty and Respect, History of Fair Dealing, Building Trust, Basing Decisions on Values rather than Beliefs, Gain Team Member and Customer Commitment, Stimulate Vision and Inspire Others. Individual and organisational ethics are interrelated to ethical intentions and their behaviours show that how they influence international decision making. INTRODUCTION
Values are what define us; they provide us the basis for all our actions and activities. These are values only which can make it clear what we do and what we need to do. If leaders have some fundamental values, then their leadership will not only be personally beneficial for them but will also contribute to community outcomes. When values are reformed in standard rules for any governance or profession, they become ethics. These are developed to have an effective workability in organisations, without undermining the human values.
Ethics of individual and organisation vary from organisation to organisation and individual to individual based on ethnicity, culture and local customs. Morals have a greater social element to values and tend to have a very broad acceptance. Morals are far more about good and bad than other values. We thus judge others more strongly on morals than values. A person can be described as immoral, yet there is no word for them not following values. Morality can be described as a core set of values and beliefs that act as a guide when formulating courses of action.
• Ethics are professional standards.
Ethics are thus internally defined and adopted, whilst morals tend to be externally imposed on other people. Ethics is the branch of philosophy concerned with human values and conduct, moral duty, and obligation. Basically, ethics is concerned with what people might describe as right and wrong human conduct.

Human values are the foundation of social order, justice and progress. Human values are social and ethical norms common to all cultures and societies, as well as religions. They represent a melding of social progress and spiritual growth. Timeless Human Values are
