As explained in Frederickson’s book, “The Public Administration Theory Primer” there is so many types of organizational theory in public administration. We are going to explore only three of these theories and their applications to public and non-profit administrations in the 21st century.
The first theory we are going to analyze is the theories of Political Control of Bureaucracy. This theory focuses on the question of bureaucracy compliance with the law and the preferences of the lawmakers. There is much distrust of American philosophy in the power of government in public administration. Theories of political control of bureaucracy have a basic objective to explain and ensure how administration can be accountable and subordinate to the formally designated institutions of democratic decision-making. The key challenge of this is the separation administration from politics. The explanatory orientation and the underlying logic in theories of political control require a conceptual distinction between politics and administration. It is this distinction that provides these frameworks with their strengths and weaknesses. A pro of this theory is the imposition of the dichotomy that provides considerable parsimony and elegance. This is done through the conceptualization administration in technical terms and not worrying about political implications. If the dichotomy remains, the theories have high explanatory capacity, providing a comprehensive, well-ordered explanation of administration that serves as a solid guide for action. Although it encompasses many theories that very may well be effective in each of the entities, the theory as a whole is not ideal and too vast to apply for solid organizational management. A more concise theory may be sought in order to clearly manage the public and nonprofit organizations.
Each theory explained in Frederickson’s book has its flaws and will be contradicted by another scholar’s findings one way or another. Understanding which theory will work best in public administration is difficult due to its variations on each level of government as well as among the different sectors. It may be hard to define which theory is best suites public organization and may show that a combination of theories actually defines it.

Max Weber, German sociologist, social theorist, and economist, explicated the theory of bureaucracy in which he details the monocratic bureaucracy “as an ideal form that maximized rationality” (Bolman & Deal, 2008, p. 48). He provided his most complete exposition of theory in his 1922 tome Economy and Society (Casey, 2004). This classic form of bureaucracy is characterized by the following (a) well-defined official functions; (b) specialization of function; (c) clearly defined hierarchy of offices; (d) rules governing performance, which require training to administer; (e) impersonal treatment of clients, in that all are treated equally; (f) merit as the basis of promotion or appointment; (g) compensation based on rank; (h) separation of personal and company assets and interests; (i) discipline and control of daily work; (j) files and record keeping for decisions, acts, and rules (Bolman & Deal, 2008; O’Connor, 2011). There are numerous shorthand versions of Weber’s theory including Harmon and Mayer (1986) in Organization Theory for Public Administration and Heady (2001) in Public Administration: A Comparative Perspective (O’Connor, 2011).
Modern Bureaucracy in the United States serves to administer, gather information, conduct investigations, regulate, and license. Once set up, a bureaucracy is inherently conservative. The reason the bureaucracy was initiated may not continue to exist as a need in the future. The need or reason may change with a change in the times and the culture needs. A bureaucracy tends to make decisions that protect it and further it’s own existence, possibly apart from the wishes of the populace. It may not consistently reflect what might be optimal in terms of the needs and wants of the people. Local governments employ most of the United States civil servants. The 14 cabinet departments in the U.S. are run day-to-day by career civil servants, which have a great deal of discretionary authority.
This essay will discuss the mainstream and critical perspectives of bureaucracy and post-bureaucracy. It will begin by examining the characteristics of bureaucracy and then compare the mainstream and the critical views. Post-bureaucracy will then be discussed using the same structure.
Public Administration involves the development, implementation and management of policies for the attainment of set goals and objectives that will be to the benefit of the general public. Since Public Administration involves taking decisions that affect the use of public resources there is often the question of how to utilize public resources for maximum public good. The National Association of Public Administration has identified four pillars of public administration: economy, efficiency, effectiveness and social equity. These pillars are equally important in the practice of public administration and to its success. This paper seeks to explain the role of each of the pillars in the practice of public administration.
As, Goodnow has iterated the functions of politics communicate and addresses the state’s will however, he articulates that there is no boundaries or limitations to one or more authorities when managing politics, thus eluding to no appointed organization who handles political matters and the interest of the people. Perhaps, a contributing factor to complexities in the political and government systems and the functional roles of politics and administration. "Organization theory deals with the formal structure, internal working, and external environment of complex human behavior within organizations. As a field spanning several disciplines, it prescribes how work and workers out to be organized and attempts to explain the actual consequences of organizational behavior (including individual behavior) on work done and on the organization itself."(Gordon and Milkavoich, 147) It has been evolving for centuries on how should work be done in the public administration and how the organization should be. "Research findings have emerged about what motivates workers and how different incentives affect various tasks, employees, and situations; and the environments in which they operate." (Gordon and Milakovich, 147) Even with all those research statistics and different modes of thought toward organization there are still situations in which the rational approach to public decisions does not help. For instance, what if the environment is instable and has no guidelines or precedents to follow? In the case of Israel, improvisation has changed the organization of public administrations, uprooted the conventional models for policymaking, and strayed off from the Weberian model of administration. Since its emergence as a field of study, there have been some important contributions to public administration. Its goal has always been to improve productivity which then improves workplace performance. All of the contributions have been aimed at completing the work with the highest level of efficiency and at the lowest cost.
Traditional public administration is traced back to the works of scholars like Max Weber, Woodrow Wilson and Fredrick Taylor. This form of administration was mostly influenced by Max Weber with his bureaucratic model and theory. Max Weber was a well-known sociologist born in Germany in the year 1864. He came up with his bureaucratic model as a way to try to improve management in organizations. ‘Weber emphasized on top-down control in the form of monocratic hierarchy that is a system of control in which policy is set at the top and carried out through a series of offices, whereby every manager and employee are to report to one person in top management and held accountable by that manager’ (Pfiffner, 2004, p. 1).
Politics-Administration Dichotomy essentially has a two part meaning; there are two functions of government for this idea, as the name implies politics, and administration. The argument about the dichotomy between politics and public administration has been around for several years with no overall consensus on why they should be distinct from one another. Looking critically at both sides of the idea, there are ways to demonstrate an accurate presentation of the administrative agencies working and there are also ways they have proved to be inaccurate. There are just as many downfalls to a politicized bureaucracy. There will be more benefits to the politics-administration dichotomy view with the concept put in place by Woodrow Wilson. He simply promotes a clear distinction between politics and administration and supports the idea that they are interdependent of one another, and they require one another for the appropriate balance between democracy and efficiency. The idea of Wilson’s concept will allow agencies to gain the most efficiency through interdependence of politics-administration.

Wilson encourages we need to examine the history of administration set forth by others in determining certain needs to be accomplished in effective ways and methods. Wilson’s desirable outcomes for research within the public administration field are for government systems to become more productive and organized.
