I agree, it is extremely unfortunate that the foster care system has so many disadvantages to work with and that Child Protective Service agents take such a bad rap for all the hard work they do. Child Protective Service agents do what they feel is in the best interest of the child with the resources they have available, but there are not always enough of those resources.
