Canada has created a reputation for itself as a country where its citizens can live in a free, accepting and safe environment amongst a wide group of ethnic and non-visible minorities. Unfortunately, many minority groups in Canada do not agree with these notions when it comes to policing. Although the mandate of the police force is to protect its citizens and maintain social order, many racial injustices committed by police officers towards minorities have raised questions about the reputation of police services. Many regard police officers to be racist, prejudice and inherently corrupt when dealing with minorities which has opened the discussion on police reform and improving hiring practices. Under-policing and over-policing is a major issue
with police which is preventing a positive relationship towards police and minority groups. Although there is an evident underrepresentation of minorities in the police force and in the criminal justice system, the inclusion of minorities at all ranks in police services should not be a major endeavour. Hiring minority officers creates a false appearance of progress, does not help with under-policing or over-policing, and an officers sense of community is often replaced for professionalism due to police culture. Rather than hiring minority police officers, police services should increase the level of training which could have a greater impact in the long run.
One might define the relations between police and community relations in the Jane and Finch area of Toronto to be very discriminating. A coloured man’s is being harassed because the police do not think that he has ownership for the van to which he claimed he owned. The police were violating his rights and treating him in an impolite manner simply because of the standard that has been set, claiming that all coloured individuals are violent and dangerous. The Canadian population can be characterized as a multicultural and diverse system of individuals. There is little doubt that certain minority groups posses a lifestyle and pattern of behavior inviting conflict or confrontation with the police (Fleras & Elliot, 1996). In light of this confrontation, an increase can be seen in the number of Black individuals killed in comparison to Caucasian individuals by Canadian police officers.
