Is there anything that could justify Deputy Sheriff Fields, the SRO at Spring Valley High School, treating this teenage girl like this?
In my opinion, I do not believe there is anything that could justify Deputy Sheriff Fields, the SRO at Spring Valley High School, with how he treated the teenage girl involved. School Resource Officer 's (SRO) work with community-based organizations that are suppose to prevent school violence and are trained in three specific roles: law related teacher, law enforcement officer, and law related counselor (School Safety Net, 2004). Additionally, Deputy Sheriff Fields did not portray any of these qualities to at least try to detain the situation, other than by being a law enforcement officer. The top priority should have been to detain the situation before an escalation occurred or the possibility of another student being endangered or affected by her actions. However,

Often enough, guidance counselor 's will reach out to SRO 's for help to resolve an issue, even if it is not a criminal matter. Students are usually needing someone to talk to about issues they are going through, and an SRO can act as another caring adult in a school facility that wants to achieve positive outcomes for students or young people in general (School Safety Net, 2004). Additionally, school can come with a lot of peer pressure and not to mention the experiences students deal with while not in school. A teacher’s most important duty is to protect the students they are in charge of. This duty includes both reasonably protecting students from harm and, when a student is harmed, reporting it to the proper authorities (Gooden, Eckes, Mead, McNeal, & Torres, 2013, pp. 103-109). There have been many court cases that reiterate this duty of school staff. One such case is Frugis v. Bracigliano (2003) where many staff at a school failed in their duty to protect students and allowed abuse to continue for years.
This case involves a sophomore at a high school named Christine Franklin, who alleged that she was sexually harassed and abused by a teacher and sports coach by the name of Andrew Hill. These allegations were occurring from 1986-1988, a total of two years. These allegations included Hill having explicit conversations with Franklin, forcing her to kiss him, and forceful intercourse on school grounds. Franklin claimed that she let teachers and administrators know about the harassment and that other students were going through the same harassment. Chapter 10 was a good read, the role organizational structure plays within an organization of all sizes is very important. The stories and organizational charts used in this chapter was interesting and informative. Another major reason why juveniles are ending up in the juvenile justice system is because many schools have incorporate the zero tolerance policy and other extreme school disciplinary rules. In response to violent incidents in schools, such as the Columbine High School massacre, school disciplinary policies have become increasingly grave. These policies have been enacted at the school, district and state levels with the hopes of ensuring the safety of students and educators. These policies all rely on the zero tolerance policy. While it is understandable that protecting children and teachers is a priority, it is not clear that these strict policies are succeeding in improving the safety in schools.
SRO’s primary responsibility is handling calls for service from the school and coordinating the response of other police resources. Additionally they should address crime and disorder problems, gangs, and drug activities occurring in or around the school, and make arrests and issue citations on campus. Furthermore, they should provide leads and information to the appropriate police investigative units, and take actions against unauthorized persons on school property. Finally, they can serve as hall monitors, truancy enforcers, crossing guards, and operators of metal detectors and other security devices.
The intent of this argumentative research paper, is to take a close look at school systems disciplinary policies and the effect they have on students. While most school systems in the nation have adopted the zero tolerance policies, there are major concerns that specific students could be targeted, and introduced into the criminal justice system based on these disciplinary policies. However, at what point should the courts and law enforcement intervene? “Zero tolerance” policies started as a trend in the school setting during the 1990s in “response to the widespread perception that juvenile violence was increasing and school officials needed to take desperate measures to address the problem” (Aull 2012:182-183). If every school were to have a police officer, the cost would be over 5.4 billion dollars. That’s a lot of money, but it will be worth every cent knowing that kids are being protected and saved by them. Some people are worried that police are being put in schools because of student’s behavior. They say that if you treat a child like a criminal, they will become one. That is not what I am suggesting. The police officers need to be in a situation in which they can be on the same side as the students, and protect the students; not the other way around. All organizations, especially law enforcement agencies, require leadership. Maintaining a dependable leadership structure is key to the success of any organization. The philosophy of the modern style of police leadership involves a leader who is strong, competitive and unreceptive to change. Police leadership is based from an autocratic style which is founded on integrity and courage, embracing teamwork, involvement and shared leadership (Cordner & Scarborough, 2010). This style of leadership works well in an emergency situation in which rapid decision making and strict control is needed. The negative aspect to this style of leadership is the inability of the organization to function with the absence of leadership.
