The school to prison pipeline is a phenomenon that refers to the practices and policies that have pushed school children, especially the most at-risk children, out of classrooms and into the juvenile justice system. This disturbing occurrence indicates the prioritization of incarceration over the education of children. Most alarmingly, many of the children being targeted have learning disabilities or histories of poverty, abuse or neglect. Instead of being targeted, these children would much rather benefit from additional counseling and educational services. Moreover, the knowledge acquired in this course will be incorporated in this paper and used to explain the points made. In this term paper, what will be discussed is the expansion of the zero tolerance policy, the different views on the policy, who is mostly targeted, the effects on the juveniles and any alternative solutions that could diminish this dismaying occurrence for becoming a larger problem. There are various reasons why many juveniles are ending up in the juvenile justice system unjustly. The pipeline commences with inadequate resources in public schools. Many children are locked into second rate educational environments in which they are placed in overcrowded classrooms, insufficient funding, lack of special education services and even textbooks. This failure to meet the educational needs of children leads to more dropout rates which could also increase the risk of later court involvement. Surprisingly enough, some school may even encourage children to drop out in response to pressures from test-based accountability regimes which create incentives to push out low-performing students to increase overall test scores. Another major reason why juveniles are ending up in the juvenile justice system is because many schools have incorporate the zero tolerance policy and other extreme school disciplinary rules. In response to violent incidents in schools, such as the Columbine High School massacre, school disciplinary policies have become increasingly grave. These policies have been enacted at the school, district and state levels with the hopes of ensuring the safety of students and educators. These policies all rely on the zero tolerance policy. While it is understandable that protecting children and teachers is a priority, it is not clear that these strict policies are succeeding in improving the safety in schools. Furthermore, educational institutions are suppose to emphasize learning and teaching- it is children grow and learn more about the world each day. However today's educational institutions mostly rely on punishment, violence, and misbehavior. Guided by the mass increase of school shooting and reports of increase in school violence, schools around the world have recently adopted revolutionary solution and prevention methods.
This decision makes it clear the most important thing for a school to do is to protect the students. It also states that the board of education, whose role is to oversee the schools, must make sure that the staff of the schools is protecting those children. For my second article review I decided to do mine over the article Harry Wilson titled Turning off the School-to-Prison Pipeline. The main theme that this particular article deals with is how our school systems have become a direct pipeline for kids to end up in prison and the way to break this pipeline is through our schools changing certain policies they operate by. The main topic of this article that the author talks about frequently that contributes to the “pipeline” is the zero tolerance rule that school systems follow. A new policy is needed and most certainly should start out with holding schools to handle their own discipline situations, rather than relying on school security and police (Wilson, 2014). School administrators must be able to differentiate between what is a true discipline situation and when a student simply made a mistake. The rate of school suspensions have skyrocketed over the last thirty years from 1.7 million nationwide to 3.1 million and growing today (ACLU, n.d.). Each school needs to create policies of when to get school security involved and what the school’s security job involves. The school-to-prison pipeline is the idea that schools funnel students into the prison system. This theory is narrow-minded and ignores how the government benefits from the surveillance of African Americans. With the imagery of a pipe, this complex issue is reduced to the single-minded idea that schools force people of color, most notably African Americans, and does not discuss the evolution of the larger society. The way society has evolved to discriminate against African Americans at the institutional level is a key factor in the increased incarceration rates. The school-to-prison pipeline is an outdated and prejudiced model that does not fully explain the situation many African Americans face.
The intent of this argumentative research paper, is to take a close look at school systems disciplinary policies and the effect they have on students. While most school systems in the nation have adopted the zero tolerance policies, there are major concerns that specific students could be targeted, and introduced into the criminal justice system based on these disciplinary policies. This research paper is intended to focus on the reform of zero tolerance policies, and minimizing the school to prison pipeline.
In the most recent years, the relationship between educational institutions and the juvenile justice system, which was once created to protect children, has displayed an ultimatum for minors through “zero tolerance” policies that result in sending individuals from school to prison to pipeline. Studies have shown that these policies are not beneficial to students or the educational environment that should be guaranteed to children. Opponents argue that the policies promote safety, but through this research it can be concluded that the policies actually increase danger. Studies demonstrate the factors that affect the enforcement of these policies which include media, the sociopolitical atmosphere, and the racial disproportionality, yet there are valid solutions for this issue that can be explored.
Following the Columbine tragedy in 1999, “school systems across the nation introduced the zero-tolerance policies aimed at the curtailment of harmful student behaviors” (Noll, 2014, p. 295). The original focus of the policies was to eliminate the use/carrying of weapons but soon after spread to restricting drugs and medication (2014). By 2006 95% of the U.S. public schools had adopted the zero-tolerance policies and more than half of them reported taking significant action against students, many of which resulted in expulsion (2014). While the zero-tolerance polices were originally welcomed by all members of a community as a means of promoting and keeping a safer environment-- as of late many individuals are questioning the relevance of some actions and some school officials (2014).
Gabbard’s (2013) application of zero tolerance policies goes hand in hand with this phenomenon known as the school-to-prison pipeline (STPP). Studies and anecdotes have shown that our modern approach, however, is ill-equipped to reduce crime or deal with chronic delinquents while at the same time protecting their due liberties. We now stand on the precipice of decision: How can we strike an appropriate balance in the juvenile justice system? Should we even retain a separate system for children at all? The answers are usually difficult, sometimes subtle, but always possible to attain.
This paper will discuss the history of the juvenile justice system and how it has come to be what it is today. When a juvenile offender commits a crime and is sentenced to jail or reform school, the offender goes to a separate jail or reforming place than an adult. It hasn’t always been this way. Until the early 1800’s juveniles were tried just like everyone else. Today, that is not the case. This paper will explain the reforms that have taken place within the criminal justice system that developed the juvenile justice system.

A school is defined as "an institution for teaching and learning". However, today's educational institutions include punishment, violence, and misbehavior. When we find ourselves glued to the television because of another school shooting, obviously something needs to be done about violence in schools. Unfortunately, the solution causes creates more problems.
In recent years, tragedies have been visited upon schools across the country. From Kentucky to Oregon to Colorado, the notion of schools as safe havens has been shattered by the sound of gunfire. These acts are not limited to any geographic regions or family backgrounds, nor do they have a single catalyst. Those who have committed such heinous acts have done so for different reasons, at different times, in different schools. But these acts of school violence have at least one thing in common- they have spurred all of us to take a look at what can be done to better protect children and teachers at school. Protecting our children is not simply a matter of public policy. It is a matter of strengthening basic values, of teaching children right from wrong, of instilling in them respect for others. We each have a responsibility to work to end youth violence and to keep schools safe for children and for those who teach them. Youth violence in many schools has reached universal proportions. It is not only happening in our high schools, it has also made its way into our elementary and middle schools. The issue of school safety has become a controversial topic in the United States, due to tragic acts of violence occurring on a daily basis. American citizens should never have to cope with the negative impact of school violence, no matter how often they hear about the tragedies (Jones, "Parents" 1). In the past, schools were viewed as a safe place for children to get an education. Recently, the concern over violence in schools has taken a toll on many parents, school administrators, and legislatures (Eckland 1). Studies have shown that there are over 3 million acts of violence in American public schools each year. Not all occurrences are serious and deadly, but they occur on a daily basis throughout our country (Jones, “School” 6). This has caused many parents to worry about the well-being of their children while they are in class. This has also led to an increase in questions and concerns by parents and guardians. Many people have asked, “What are you doing about safety and security on my child’s campus” (Schimke 2). School violence is the cause of elevated worry and fear for their children, and school districts should enforce better security.
