Research Paper-Sex Offenders What are sex offenders? Sex offenders are those people who committed a sexual crime to either kids or adults. This crime is paid in jail in the whole United States; however, the time in jail depends on the crime they committed. After they get out from jail they are also many other stages that this sex offenders have to go through. Many people think that even after all, they still need to pay more or that what they got is just not enough. In the other hand, they are people who think that what they get in jail is good enough and that whole other process are unnecessary things that can affect this people to start their lives over. The main reason know for many studies is the family. It could be that the parents does not pay attention to their kids or that there is just not enough communication between them. It some of the worst and sadness cases is because this kids grow up with this violence at home. After time this kids get used to it and think that is just a normal thing that humans do. So, when this people become adults the aggressive and bossy behavior that they carry with all people for them is just something normal. For example there was this case presented in Miami, Florida in the year 2010. It wasn’t a controversial case but it brought the judge to think about it. There was this man that was demanding his brother the custody of his two nephews age 7 and 10 who were the children of his brother. His way of thinking was that his brother was not capable of being a parent since he committed a crime and was sentenced to jail for 20 years for being a sexual offender. When the crime was committed he was barely 17 years and he did pay the 20 years in jail and now he was back out, trying to start a new live with his two kids. The man keep claiming that even though his brother already pay how could they leave two kids to a sex offenders.
The following research will display an overview of the process in Texas on how sex offenders are registered along with the notifications that are followed after registration. Texas, as many other states, has a procedure which requires sex offenders to register with the local law enforcement agencies at the time of their discharge. In addition to registration, they must also comply with further probation regulations. Research has concluded that there are four basic phases of registration and notification. One reason is there are several stereotypes: sexual/physical abuse, hereditary factors and exposure to violence at home. Second reason that leads to violent behavior is physical neglect by parents. Third reason is juveniles was incarcerated for acts of violence such as: fighting peers or their parents, hitting teachers or instructors, bringing weapon to school to scare his peers and etc. All these come from mistreatment to their children when they was younger. When that happen all children start going crazy and not listening to their parent or anyone that been in their shoes before they was born to even see this happen.
A 40-year-old serial rapist, a 12 year old young boy having consensual sex with his girlfriend. What do both of these individuals have in common? They can both be subjected under the Canadian sex offenders registry. However, when a rapist suddenly slides off the map and commits more crimes under the radar, one begins to question the effectiveness of the registry, and what can be done to develop it’s quality and accuracy. Another question which seems to badger Canadian society today is that relating to whether a minor should be a registrant at all, no matter what their crime, Canada has a strong belief in rehabilitation. Rehabilitate, and develop, both of the utmost substance when observing the ways in which a sex offender registry are and can be beneficial to society, whilst respecting the criminal code.
In the United States as a condition of parole sex offenders are typically required to register with law enforcement officials when released from prison. These officials notify the public of the offender’s release back into society and provide them with information such as the offenders address, and other personal information. Research indicates the notification system can have an adverse effect on the offender’s life, casting doubt on what the laws intended purpose to protect the public. This paper will explore the background of sex offender registries, the relationship between the sex offender notifications and registration laws and higher rates of recidivisms in the United States.
There are many different strategies available to community corrections officials to best supervise individual sex offenders with different needs in the community. Each offender is an individual and requires personalized types of supervision as well as different treatments. Electronic monitoring has allowed for community corrections officials to monitor sex offenders in the community with personalized supervision plans. Near-real time monitoring of high risk offenders has been made available with active GPS while lower risk offenders are supervised with passive GPS. Different treatment programs are also a strategic tool to help access and treat each offender. The term sex offender is a broad term that encompasses many different sex crimes. Every sex offender requires treatment but some to a more extreme than others. Surgical, pharmaceutical, and psychological treatments are all available to offenders to help with their reintegration process back into the community. There have also been state and federal mandates that notifies communities of released offenders and that require sex offenders to register in a national database. The combination of the offenders information and the notifying of the surrounding community helps take some of the monitoring work off of the community corrections officers. When a community is notified that a sex offender is living in their neighborhood then most people tend to keep an eye out. With the help of more advanced monitoring tools, individual treatment programs, and statutory mandates community corrections officials have many different strategies for monitoring sex offenders in the community
Although they may be out of jail, they cannot be considered free. They are unable to make their own decisions: where they can work, where they can live, and how they can live their lives are all under control of the government. These people look the same as everyone else, but underneath the mask, lay a title they cannot shake. These people are sex offenders. A sex offender is defined as anyone who has committed a sexual crime. These crimes range from serious crimes, like rape, to minor offenses, such as urinating in public, or under age consensual sex. All sex offenders are placed on the registry and are required to follow a careful protocol. Registered sex offenders are paired with a Community Corrections Officer (CCO) who oversees and supervises the offender's actions. Many restrictions are placed on the offender, and although the laws can vary from state to state, there are some basic restrictions that apply to every offender. Some of these restrictions include: a sex offender cannot move without the permission and approval of their CCO, they can only live and work in certain areas, they cannot own any firearms, their personal computers are monitored and controlled by their CCO (many websites are blocked, including pornographic content), they are not allowed to take or consume any mind altering substances such as drugs or even alcohol, and they are required to get regular counseling (“Rules”). Currently there are 747,408 registered sex offenders in the United States. Some states such as Delaware and Oregon have a higher concentration of sex offenders (500 per 100,000) where as Pennsylvania has the lowest concentration of sex offenders (94 per 100,000) (“Sex Offender Statistics”). Sex-offenders have to attend treatment, can be put on electronic monitor, submit to a polygraph test, give probation officer home address, register as a sex-offender, and has to let the Department of Public Safety know if they move or change their address. There is no drinking or drugs, they may have to give up their computers, tell sex partners about their history, and some even chemically castrated. Sex-offenders may have more than two probation officers or parole officers. An unit team will monitor and help to rehabilitate the offender. The sex-offender will have a curfew and have to pay fines and restitution.
The lack of opportunities to secure housing and employment and loss of family and friend support are all consequences of community notification. More than one third of registrants surveyed in a study reported they had lost a job, been denied a place to live and been harassed and treated rudely in public as a result of public knowledge of sex offender registers. Offenders are more likely to be driven underground when they are unable to secure employment or a place to live due to their status on the sex offender register. Sex Offenders who are released from incarceration are required to register in the sex offender registry. The sex offender registry is a system in various states designed to let government authorities keep track of the residence and activities of sex offenders, including those who have completed their criminal sentences. (Wikipedia) Even if the offender has done their time they are still required by law to register, making it hard for the offenders to leave their past and return to everyday life. My paper will make you ask yourself should all sex offenders be required to register or are they deserving of a new path.

Another contributing factor to violent acts among children is the role of the media and the way that television and movies portray violence. Every where you turn on television and in movies, you see someone killing someone or someone getting killed. Kids see the brutal ways, or the quick and smart schemes of combat tactics. They falsely believe that these types of behaviors are acceptable, because the next week they are back on the show demonstrating another episode of violent acts, with no consequences.
Some people might say that if a sex offender does their time in jail that is enough punishment. Others may disagree and say that more action needs to be taken because of stories like the little girl Megan Kanka, who was raped and killed by a sex offender. A sex offender who her parents were unaware of because there was no rule or law that stated anyone else needed to know. Soon after this incident happened, some states passed laws that required local communities to be notified when a convicted sexual offender moved to a specific area. These laws are different in every state. In some, the state requires that convicted sex offenders put up signs in the windows of their homes, so that the neighbors can be aware that a crime has been committed by that person. Some offenders are even required to send postcards to their neighbors, informing them of their crime. These specific states would like the neighbors to be aware of who is living near them. Almost as a “beware” so that they can take action by telling their children to stay away from the sex offenders. The internet also provides extremely convenient websites that allow users to locate addresses and photographs of the offender. The websites also include reasons why the offender was convicted. One of the reasons some say that the laws are too strict on sex offenders is because of people like the woman that actually lived with a sex offender. She was upset because she said he had already served his time and it was unfair to tell everyone in their neighborhood that he had committed that crime. In the Criminal Justice System, a major problem is sex crime. Sex crimes come in different forms such as, prostitution, molestation, rape, statutory rape, possession of child pornography, aggravated sexual assault, internet sex crimes, etc. Sex crimes are defined differently by each jurisdiction, but with many of these crimes, there are borderline aspects of the crime that are the same throughout each jurisdiction. “Sex crimes generally involves illegal or coerced sexual conduct against another individual and each state has its own time limit or “statute of limitations” in which victims of sex crimes may file a lawsuit against the alleged offender. The sex offender registry has been a topic of debates and formal studies since the Minnesota Sex Offender Registration Act was first passed in 1991 (Stevens, n.d.). Sex offenders across the country are being harassed and abused on a daily basis for the crimes they committed, were convicted for, and served their punishment for. Due to the sex offender registry giving out names, pictures, addresses, phone, numbers, vehicle information, as well as other personal information these sex offenders are being targeted in the homes and work places. The safety of human life is viable whether it is a man, woman, or child. People are supposed to be governed by laws to make sure every American feels secure, however; when undocumented crimes pose a threat to the community a fear of uncertainty arise. In 1994 seven year old Megan Kanka was murdered by Jesse Timmendequas, a two time convicted child sexual assault felon that no one knew was living in their neighbor which led to public outrage. As a result of this incident Megan’s Law was put into legislation. Megan’s Law requires law enforcement authorities to make information available to the public regarding sex offenders (Wikipedia).
