The key issues to re-entry problems are in the areas of jobs, lack of social skills, finding housing, homeless and much more. The main issue is having a felony record which in turn keeps offenders from finding a place to live.
Most of these men can 't find jobs because employers do not want to hire offenders with felony convictions. Government Housing will not accept those offenders who have pass drug convictions, some Government or State Housing will not accept any type of felony conviction. Without the necessary tools to start a successful re-entry, some offenders return to bad habits that lead to recidivism. There are psychological barriers that keep offenders from a positive re-entry.

When trying to find themselves in society, jobs may be hard to come by. When prisoners find a jobs, they are usually work in jobs that one doesn’t not have to have a high-skill set, such as food service, wholesale, and maintenance and repair. The number one reason why prisoners end up back in jail is not the lack of job opportunities but perceiving that job when returning home. “Service providers and community leaders consider employment to be the primary factor in a successful reentry” (Casey 2). When the lack of job opportunities come prisoners may feel the need to break the law and return to life of crime because they cannot support themselves, so they may turn to selling drugs to make a quick buck. Steady employment and educational services are some of the main factors in delaying or preventing an individual from re-offending in the first three years following release. This paper examines the advantages and disadvantages of ex-offender reentry. Factors contributing to recidivism include law enforcement officers mistrust for reentry prisoners; lack of familial and community support; difficulties gaining employment due to criminal background, obstacles pertaining to housing. Factors that may reduce recidivism, increase public safety and facilitate ex-offender reintegration transitions, as well as detrimental factors of recidivism are examined. Lastly, the important role of parole officers for ex-offenders and the level of supervision ex-offenders receive are also explored in this paper.
In most states ex-felons are not allowed to vote. This takes away a large portion of the voting population because of how many ex-felons there are right now and the many more that will be in the future. Ex-felons may also have a very hard time finding a job or a place to live. Legally landlords are allowed to deny an ex-felon. In Carbondale Illinois rental properties owners “Home Rentals” does background checks to make sure that none of their potential renters are felons. If they are felons Home Rentals claims that they will deny them the privilege of living in one of their properties. Ex-felons may also have a hard time finding jobs. Not many employers are willing to employ ex-felons for the fear of more crime or less commitment. Though denying these ex-felons jobs will not help the economy, only giving them jobs can help that.
In today’s society, many people commit crimes and illegal behavior is nothing new. Society knows that there are criminals and they have criminal intentions. The question today is not if people are going to commit crimes, it is finding the most effective method to help those criminals reenter society as productive citizens, and preventing new people from becoming criminals. Department of corrections around the nation have implemented a program that identifies the most effective method. The “what works” movement outlines four general principles that are implemented in the rehabilitation of criminals; and, these principles are risk principle, criminogenic need principle, treatment principle, and fidelity principle.
The last two goals were set in place to directly assist with anticipating and planning for problems that arose during a prisoners’ reentry process. By implementing the Second Chance Act, the corrections system had begun helping prepare an offender for reentry. More research the corrections system conducted to assist reentry involves the Serious and Violent Offender Reentry Initiative (SVORI) that redirected research attention to coordinated approaches for offenders returning to communities like job training and substance abuse programs ("Offender Reentry | National Institute of Justice," n.d.). Communities should embrace ex-inmates back into society.
The “Tough on Crime” and “War on Drugs” policies of the 1970s – 1980s have caused an over populated prison system where incarceration is policy and assistance for prevention was placed on the back burner. As of 2005, a little fewer than 2,000 prisoners are being released every day. These individuals have not gone through treatment or been properly assisted in reentering society. This has caused individuals to reenter the prison system after only a year of being release and this problem will not go away, but will get worst if current thinking does not change. This change must be bigger than putting in place some under funded programs that do not provide support. As the current cost of incarceration is around $30,000 a year per inmate, change to the system/procedure must prevent recidivism and the current problem of over-crowed prisons.

According to the Federal Bureau of Prisons, it states that there is an "inverse relationship between recidivism rates and education". The reason as to why there a inverse relationship between one another is because the higher the level of education a prisoner has received ,the less likely he or she is to return to prison. For instance, studies indicate that approximately between 50 to 65 percent of inmates who has receive higher education experience a better rate of employment than those who don 't participate in education programs. If we consider the additional benefit of these individuals obtaining work, paying taxes, and contributing to the general economy, and the prevention of costs to victims of crime and the criminal justice system, the benefits are significantly greater". This paper explores the benefits provided by educational programs in jails and prisons. Included are the reasons inmates need education in order to successfully reenter society once they are released and use the knowledge and skills they have learned to obtain a job in order to support themselves and their families. Also examined in the paper are the financial benefits of incorporating educational programs instead of cutting them, as well as the effect these programs play on the recidivism rate. Lastly is a focus on understanding the importance of education and job training, even though the recipients are criminals.
