In these tough economic times, racism has increased in most developed countries, including France. Even though France is very protective of the French culture and language, it is actually a diverse country. According to Gerard Noiriel, a social scientist, immigration to France has been increasing steadily since about 1946 (Noiriel, 1996). While these immigrants are welcomed by industries that see them as cheap labor and protected by the government, many citizens meet these immigrants with hostility. In the past, the French government focused specifically on outlawing racism with the French Constitution and the Penal Code of 1994. Both of these documents are described by the United Nations as “a veritable battery of legislation against any racially discriminatory act or practice” (Criminalization of Racist Acts, 1999). These government measures seek to prevent the spread of racism by forbidding blatant displays of xenophobia. While these laws are a step in the right direction to preventing widespread racism, the government has also fallen short by claiming there are no minorities in France. In fact, France is the only nation on the Council of Europe that has refused to sign the “Framework Convention for the Protection of National Minorities” and according to the World Directory of Minorities, France has the worst record in terms of rights to minorities. By refusing to admit that there are minorities in France that need protection, the government has left many immigrant groups behind. While the constitution aims to protect immigrants from xenophobia and racism, many citizens of France can be quite hostile toward immigrant groups, namely the Romani and Muslims. The Romani have a complicated history in France, and they have been the target of many discriminatory policies and actions.

Minorities are groups distinct compared to the rest of the population whether by politics, ethnic background, and religious practices, or matters alike. Often, minorities in America are described by race or income. People with lower income usually called a minority or people with little knowledge or subsidiary occupation classification. Many rights activists cover most of the concerns of racial discrimination. Moreover, equal rights, whether in the place of employment, access to efficient education or healthcare, or the rights to vote, are all issues of racial discrimination. Throughout time, minorities are primarily affected.
Each social class in France has its own reasons for wanting a change in government. The aristocracy was upset by the king’s power, while the Bourgeoisie was upset by the privileges of the aristocracy. The peasants and urban workers were upset by their burdensome existence. The rigid, unjust social structure meant that citizens were looking for change because “all social classes.had become uncomfortable and unhappy with the status quo.” (Nardo, 13)
Before 1954, Algeria was not considered to be a French colony - rather it was seen as an integral part of France. The region was composed of departments, like those of the mainland. There were over a million white French nationals living in Algeria at the time and around eight million Muslims.3 This was a greater proportion of French nationals than in the other major North African colonies of France - Morocco, and Tunisia.4 Although there were benefits to remaining with France, the colonial administration was heavily weighed against the Muslims - particularly with regards to voting rights. In 1936, for instance, the Popular Front Government of Blum introduced legislation to the Assembly proposing to extend French citizenship to over twenty thousand Algerian Muslims.5 The initiative failed when all the European mayors of Algerian towns resigned in protest.

Will this dilemma come to a halt? Can all Americans see each other as equals despite their skin color and nationality; and what role has it played in past generations versus today’s generations and how will it affect our future? Has this on going way of thinking gotten better or worse? These are questions raised when many think about the subject; especially members of American ethnic groups and backgrounds, because most have dealt with racial discrimination in their life time.
Quebec is a distinct society within Canada (Darkside). With its own civil code, language, and a single dominant faith (Roman Catholic), French Quebec is defiantly distinctive from the rest of Canada and many Quebecois are fighting to preserve that distinction (Darkside). Francophones of Quebec are fighting not only to preserve this distinction but also to be recognized as an entity separate from Canada with acknowledged cultural differences ranging not only from religion, but from ethnic roots which spread to linguistic differences as well. This desire to preserve their culture is what makes them a politically relevant example of a country pursuing nationalistic causes. We will explore the ethnic and linguistic traits and cultural events that inspire Quebecois nationalism.
