Global ideas: the road to privatization of education? Secondary education in Latin America originated from a French-inspired model grounded on two fundamental principles. On the one hand, education should be provided by the central state as a way to sustain the nation-building process. On the other hand, secondary education should train the elite responsible for the nation (Bruter et al., 2004; Tenti, 2003). Yet, the expansion of the capitalist economy shifted secondary education away from an elite-oriented model towards its massification in order to train the manpower required for national progress and modernization (Ramírez and Boli, 1987). This change broke the principle of the central state as the main provider of education. Consequently, on the one side, lending IOs stressed an economic approach that argued for the privatization of secondary school and the focalization of public investment on primary education. This argument relied on the higher rates of return and better potential to redistribute scarce public resources of primary school compared to secondary education (Psacharopoulos, 1981, 1972; The World Bank, 1995, 1980). These ideas were early diffused in Latin America through the training of economists in different US universities that drew heavily from theories of human capital (Biglaiser, 2002; Teichman, 2001; Uribe, 2014). Later, the WB staff in the region also promoted the benefits of reducing public investment on secondary education and transferring responsibilities to communities and private sector (Heyneman, 2012). Decentralization was perceived as a way to make better use of financial resources and move decisions closer to local levels regarded as more knowledgeable about their own education needs (CEPAL and UNESCO, 1992). Through seminars, policy dialogue, and public talks for ministries of education and teacher communities, very well-reputed Latin American education intellectuals actively communicated CEPAL and UNESCO recommendations all across the region (Ottone Interview, 2014). Models for post-revolutionary Latin American government are born of the complex economic and social realities of 17th and 18th century Europe. From the momentum of the Enlightenment came major political rebellions of the elite class against entrenched national monarchies and systems of power. Within this time period of elitist revolt and intensive political restructuring, the fundamental basis for both liberal and conservative ideology was driven deep into Latin American soil. However, as neither ideology sought to fulfill or even recognize the needs or rights of mestizo people under government rule, the initial liberal doctrine pervading Latin American nations perpetuated racism and economic exploitation, and paved the way for all-consuming, cultural wars in the centuries to come.
As the Latin American nations set out to construct a new government and society in the 1800´s, two opposing models aroused regarding which one would best benefit the countries. ¨Civilization vs. Barbarism¨ by Domingo Sarmiento, a recognized Argentinean revolutionary, contrasts Jose Marti´s ¨Our America¨ ideology which critiques U.S. capitalism and focuses on developing a good government based on the needs of the nations and each nation´s autochthony. Contrastingly, Sarmiento, guided by his beliefs in democratic principles, declares his preference towards the European urbanized way of life as the key to progress and stability for the nations. Without an education Americans are unable to fully prosper and compete with the competitive career pathways, which is the same for any country. In order to grow and expand an individual needs the education and knowledge of the area of expertise they wish to achieve. However, in poorer countries the availability and opportunities to fulfill an education is far slimmer than in the United States. In fact such low education levels have contributed to the issue of child labor, an increasing epidemic in Honduras. Due to “rapid population growth and limited school budgets […] the school day in Honduras has been cut to half a day” (Groves 172). This downsizing has left children with the ability to work for the rest of the day. However once they begin work most tend to quit school believing that it is not worth investing in their education, since working alone provides them with the necessary valuable skills (Groves 172). This perception has led to “between 69 and 75 percent of children working in construction, agriculture, and the service sector” no longer attending school (Groves 172). Education is a topic that can be explored in many ways. Education is looked at in depth by both Richard Rodriguez in his essay, “The Achievement of Desire”, and by Paulo Freire in his essay, “The ‘Banking’ Concept of Education.” After reading both essays, one can make some assumptions about different methods of education and exactly by which method Rodriguez was taught. The types of relationships Rodriguez had with his teachers, family and in life were affected by specific styles of education.
The American government viewed the failing educational system as the root of several of America’s most pressing issues of the time. It was felt that America’s economic repercussions were directly linked to the lack of educational rigor and relevance. They believed that the decline in educational relevance was causing the American people to lose their competitive edge in the global market economy.

Education, according to Dictionnary.com is “the process of receiving or giving systematic instruction, especially at a school or university”. However, education is taught differently everywhere. The educational system of each country is created based on their own cultures, traditions, and historical background. Each county, perhaps, have their own way to teach and manage their educational systems. Unlike some countries. “The US has most diversified education system in the world, with public and private schools at all levels flourishing alongside each other” (Hampshire, 2006) Even though the U.S. display some similarities such as a diverse population of students in classes and a great emphasize on education and education and academic success, they however differ dramatically in teaching methods, student aids, teacher evaluation system, and resources. Though not so far apart on the map, the education system in Haiti and the educational system in the United states are extremely opposite when it comes to organization, technology, and finance.
Are charter schools really better than public schools? Are they the answer to solving the educational void in this generation and future generations to come? The answer is no to both questions. The main point of charter schools are to create more educational benefits for those who have either struggled or didn't think public schooling was sufficient enough for them. The problem with that is in fact; they aren't performing better than public schools, loosely regulated, and the theory that charters create competition isn't completely true. Charter schools are not the way to go about fixing the school systems. They create more harm than success.

Thesis: There have been some strong advances for women in Latin America in the last two decades. More women have access to education and have opportunities to participate in politics. However, some deep-set cultural values still remain which limit still limit equality and empowerment for women in Latin America. Women are the key to development and are, in many cases sources of untapped economic potential. Eliminating gendered inequality in the region can help increase development and reduce poverty in the region.
