The original goal of CAPTA was simply to reduce rates of Child Abuse and Neglect and raise awareness to the issue. Over the 40 years that CAPTA has been in place, the act has been amended and updated, each time with more specific goals, to better reach the population it serves. Because the definition of child abuse and neglect has changed over the years and expanded, it is easy to misinterpret the rise in the rate of abuse and neglect over the last ten years. In fact, this rise simply means that there are more children being treated for abuse and neglect, who were previously going under the radar. The NSPCC is the only charitable organisation that has the statutory power to take action when children are at risk of abuse. They provide services to support families and children and two helplines for children in danger and adults who are concerned for a child’s safety. They also raise awareness of abuse, share their expertise with other professionals and work to influence the law and social policy protect children more efficiently. All the benefits provided by CAPTA are important, but one highly important benefit CAPTA provides for infants and children is that all allegations of child abuse and neglect must be investigated to ensure the well-being and safety of every infant and child. After allegations of child abuse and neglect are reported an investigation is the next step in protecting every child. Another benefit of CAPTA for infants and children is that if the heart wrenching experience of child abuse or neglect occur the state CPS systems and private organizations are trained and prepared to provide treatment for the child. In a like manner, CAPTA provides benefits for women and families by providing support and services that address domestic violence. CAPTA also promotes family involvement in all aspects of a CPS case involving child abuse and neglect. The states benefit by the foundation that CAPTA sets regarding the functioning of CPS systems and in a financial aspect. CAPTA provides funding to “Support child abuse and prevention activities by funding discretionary grants to states and/or public or private agencies or organizations” (California Department of Child Services, 2011). There can be some improvements in how the police system is involved with the child abuse investigation, in order to allow the child welfare workers to focus on providing services to disadvantaged families. Since caseloads are high, most child welfare workers have limited time span to work and focus on the families’ issues such as, financial stability, social and emotional well-being of all family members. Implementing successful prevention strategies will require the need to provide assistance to the entire family and focus both on the child’s safety and well-being, as well as the parents’ emotional and economic well-being. Child welfare systems can provide resources such as child care services for single parents who lack education, which limits their employment. Such services can help the family become financially stable, and hopefully get out of living in poverty.
In 1974, the United States Congress passed an act that would provide the necessary laws and regulations that would protect those who have become victims of child abuse and neglect. According to this policy was meant to: “provide financial assistance for a demonstration program for the prevention, identification, and treatment of child abuse and neglect” (CAPTA of 1974 P.L. 93-247). This law became known as Child Abuse Prevention and Treatment Act. The Child Abuse Prevention and Treatment Act was first amended in 1974 and became known as CAPTA. However, over the years CAPTA has been amended several times. When CAPTA was amended on June 25, 2003 it became part of the Keeping Children and Families Safe Act of 2003. Poverty, addictions and mental health all contribute to this frightening social problem in the United States. Childhelp has a unique three step approach to helping end, as well as treat child abuse and neglect. First, programs exist to prevent the cycle of abuse. This is important because 30% of abused and neglected children will go on to be an abuser. Second, Childhelp has an intervention program that is dedicated to interceding and removing children from abusive and dangerous situations. Child abuse in the United States is a growing epidemic. Every year the number of reported cases, and missing children go up. This is caused mostly by lack of education about the different types of child abuse, and the signs that go along with it. Communities need to provide more resources to better educate the public about the types of abuse, and the signs that go along with it. Child abuse and neglect can be lessened by more resources, more education and to reach out to others.
Child abuse in general is quite complex and at the same time one of the most challenging social issue facing people all around the USA. Child abuse cases have been recorded in all the states of the USA. The cases occur in all areas be it cities, small towns, suburbs, and even in rural areas. The vice also happens in all types of families regardless of the ethnic origin of the family or the even family income (UNICEF, 2015). It is thus important that effort is put into reducing cases of child abuse.
Child maltreatment can affect any child, usually aged 0-18, and it occurs across socioeconomic, religious, ethnic or even educational backgrounds. Arguably, child abuse and neglect is a violation of basic human rights of a child resulting from social, familial, psychological and economic factors (Kiran, 2011). Familial factors include lack of support, poverty, single parenthood, and domestic violence among others, (McCoy and Keen, 2009). The common types of child maltreatment include physical abuse, emotional maltreatment, neglect, and sexual abuse among others. Abuse and neglect can lead to a variety of impacts on children and young people such as physical, behavioral as well as psychological consequences which will affect the development and growth of the child either positively or negatively based on the environment and agency. More so, emotional, cognitive and physical developmental impacts from child neglect in the early stages of childhood can be carried on into adulthood. Research findings reveal that the experience of maltreatment can cause major long-term consequences on all aspects of a child’s health, growth as well as intellectual development and mental wellbeing, and these effects can impair their functioning as adults. Commonly, the act of abuse/ or neglect toward a child affects the child’s physical, behavioral development and growth, which can be positive or negative, depending on the child’s environment and agency. Another way to understand how the act has affected the child is to look at the child for who they are, and interviewing and observing their behaviors of their everyday life.
Funding is awarded to support ongoing research programs to identify, prevent and treat child abuse and neglect and to collect and distribute data. NSPCC (2010) further explains child abuse as maltreatment of a child. This can be done directly by inflicting harm or indirectly by failing to prevent harm from happening. Abuse can be perpetrated by an adult or another child. Working Together to Safeguard Children (2013) states that it’s the responsibility of everyone who works with children to make sure that a child is safeguarded and their welfare promoted. The Purpose of this essay is firstly to discuss risk factors posed to Simone and Sasha through the scenario provided and highlight ways a professional should assess whether a child is suffering from an abusive or neglectful situation. Secondly the appropriate action that needs to be taken, and the support that needs to be given, and what services will be involved with the family in order to prevent a family brake down while safeguarding and protecting the children’s welfare, will also be discussed. This paper will discuss the benefits and limitations of various prevention programs and provide guidance to counselors to help them sort through the research. It is important for counselors to understand what programs work and what aspects of those programs are most effective.
