With the high rate of adolescent unemployment an economic reality, the secondary education system needs to concern itself with the occupational future of the youth of America. Vocational education provides students with an alternative to a college degree. When vocational education is used in conjunction with local industries, a unique relationship is formed in which both institutions can benefit. These benefits include the following:
1. Educational institutions offer quick and ready access to facilities and trained personnel.
2. An exchange of goods for services rendered allows for savings to industry and an opportunity for the institution to provide important community service.
3. A cooperative effort between education and industry is time efficient and cost effective.
4. Community, educational, and industrial interchange are enhanced and appreciated.
5. Opportunities for expanded cooperation between education and industry on future occasions are enhanced.
6. Opportunities for more active counseling roles in industry are expanded.
Furthermore, the United States Office of Education 1975 policy paper states the following:
…while initial implementation of career education… will be relatively inexpensive, total educational reform is going to be expensive… the days of educational isolationism are past. It is time that our formal education system join forces with all other segments of the total society… to meet the varied and continuing educational needs of both youth and adults… all must collaborate in providing appropriate educational opportunities for all citizens.
During times of slow economic growth and high technological change, many industrial firms find themselves needing fewer employees or are forced to replace their workforce with individuals who have updated technological skills. With this in mind, the education system should find ways to adapt to the current employment needs of the society. Of the several kinds of process-oriented approaches to educational change (e.g. year round education or acquiring a higher counselor-student ratio), career education represents the most logical and certainly the most available approach for consideration by career guidance professionals.
By joining forces, schools and industries can find ways to benefit one another. Teaching job-specific skills in the classroom can provide students with the necessary background for participating in summer internships. These internships will provide students with valuable work experience that will make them much more marketable upon graduation, not to mention give them extra money to save for college if they so desire. Summer work programs can also benefit the instructors so that they can keep up-to-date with the current advances in technology that influence the industries which they support.
Subsequently what is done is that selected high schools develop a curriculum that is organized around a specific career cluster, which are like a specialized charter school. The goal is to feature a series advanced “pathway” courses that can help students to enrich their knowledge through work-based learning and academics. In turn, this specialized education will allow student to demonstrate their understanding through assessments and industry credentialing opportunities. As well these schools are enrolled in a learning exchange that have partnerships that are organized to support the programs of study by coordinating statewide networks of education partners, businesses, industry associations, labor, and other organizations (2013, p. 21-23). Consequently, the program is driven to help high school students develop a career path and to receive exploratory education that will given them an advantage in either college endeavors or in the job market.

The university-statehouse-industrial complex has grown such that the traditional models of primary and secondary education have survived two or three decades beyond their practical use. With a public school system that segregates and discriminates based on, “college material or not?” (Brolin & Loyd, 1989) and a university system that places only one in five graduates in work in their field of major (cite), our educational system has passed its prime and is still training and educating for 20th century job markets that no longer exist. In the United States, the history of Career and Technical Education evolved within four major periods. First, the Awakening period which began in 1776-1826, when the right to a free public education was expressed. During this era, educational opportunities in labor and industrial education were being demanded. The rising working class began to press for an education that were more appropriate for their labor and industry’s needs (Awakening 1776-1826, 1976). Even Benjamin Franklin who represented the Awakening middle class was on board with the rise of technical and vocational education which were taught primarily by private masters or contracted apprenticeships (Cohen, 1976).
Career and technical education courses are intended to prepare high school students to enter the work force in a skilled trade. It equips the students with the experience and education necessary to succeed in an average skill level job while maintaining the student’s interest. Time sure does fly; in the blink of an eye, yet another 7.5-week class has come and gone. Just like life, it is scary to think that in just a few short years I will be graduating college and be in search of a future career. The magnitudes of readings, assignments, PowerPoint lectures, and videos have all contributed to the valuable knowledge I have gained since taking this course. Nothing that was presented or required was seen as invaluable towards my progression of career development. This career development course has allowed me to do some self-exploration, career research, and help me understand what influencing factors were related to the job market. Ultimately, this class helped me gauge and find a suitable career path, which will forever shape my future.
If more people went to college, and less went the vocational route, jobs will take a momentous hit. Today, companies will not even touch an application that does not include a Bachelor’s Degree; even if the Bachelor’s Degree has nothing to do with the job being applied for. Attention is not given to whether the hopeful applicant qualifies for the job; all that matters is that the applicant has a Bachelor’s degree. Murray best sums up the American job market when he says, “Employers do not value what the student learned, just that the student has a degree” (Murray). A choice is among all young pre-teens and their parents that come along the end of their middle school education, and on the cusp of their high school careers. Career management is done with involved taking some necessary steps to reach the career plan and commonly more focusing on the ability of the organization able to do for their employee to increase their career development (Werner & DeSimone, 2009). Career plan is usually able to be performed, at least in some apart, through the training program which implemented by the organization. Career management process contained four steps which are self-assessment, reality check, goal setting and action planning (refer to Figure 1 in Appendix 1).
