Is Vocational Education Working for High-Risk Populations?
Any number of vocational education programs have been targeted to solve the education and employment problems of the nations high-risk populations--the dropout prone, persons with disabilities, educationally and economically disadvantaged persons, and so forth. Some have realized successful outcomes; others have not. This publication examines vocational educations role in the success of high-risk populations.
Reducing the dropout rate is the most common outcome of vocational education for at-risk populations
Although in-school retention is a goal of vocational education programs targeted to at-risk youth, it is not the most significant outcome. Data from the evaluation of a 3-year demonstration program funded by the Carl Perkins Vocational Education Act reflects a broader perspective on program success. In summarizing the outcomes of the 12 evaluated projects, Hayward and Tallmadge (1995) report that only 4 of the 12 showed a significant reduction in numbers of dropouts. The most successful outcome was the improved school performance of program participants. Ten of the 12 projects showed an increase in students grade point averages; 7 of the 12 showed a reduction in number of courses failed.
In a review of literature regarding the impact of vocational education on student retention, Hill and Bishop (1993) acknowledge that, although there is some evidence that vocational education programs and approaches have succeeded in keeping students in school, other research showed that vocational education enhanced student retention only when it included other components such as work experience.
Coordinating vocational education programs with programs that address the special conditions that place individuals at risk may provide better outcomes than programs solely devoted to vocational education. The Comprehensive Bilingual Vocational Education for Refugee Youth program is one example. Serving youth with limited English proficiency (LEP), this 2-year program provides students with a half-day of vocational training with bilingual assistance and 3 hours per week of life skills training. As part of the vocational component, bilingual members of the business community visit the classroom, talk with students about work in their fields, and take themto their places of work. In the first year of operation, the LEP dropout rate in the metropolitan area dropped from 35% to 0. In the two counties served by the program, the dropout rate went from 20% to 4% (ibid).

Aztec economy flourished so well mainly because of their intricate religious beliefs. Their belief in many different gods, complex rituals, and an odd brand of warfare, all lead up to an flourishing economy because they all required so many different artisans and materials. In Aztec society, a merchant was a man above everyone else. By the 1500’s they rivaled the wealth of nobility. The Aztecs believed that in order to keep the gods happy, they had to build great pyramids, do many rituals, and sacrifice people to appease the gods.
Attendance at a technical college or local 2-year school was deplorably referenced to as “loser’s territory” and if you dared to enroll in one anyway and followed through to graduation, well you were congratulated but to a lackluster fanfare. Some community college graduates still receive this reception upon exit of a community college but attitudes are definitely changing. Today more than ever, degree-seeking individuals are paving the path to their careers through the entrance and exit doors of community colleges. These well-informed leaders of the new school have realized a smarter way to education; that a bachelor’s degree or taking a traditional route to obtain one is not necessarily the best or right way to be a successful and employable member of society.

Career and technical education courses are intended to prepare high school students to enter the work force in a skilled trade. It equips the students with the experience and education necessary to succeed in an average skill level job while maintaining the student’s interest. Effectively communicating a project’s status means the project manager must avoid common reporting mistakes. Too much detail will frustrate management, result in the report not being read (or understood) and “prevent project team members from finding the information they need” (Meredith, 2009, p. 449). The project must have a comparable reporting system to the organization’s reporting systems. The Aztecs were intelligent and build temple mayor that was used to mark the seasons and help to know when to grow crops. During the 14th century they had a population of 500,00 but by the early 15th century, their population grew to 5 to 6 million people, by conquest or commerce. The empire might have continued to grow had not the Europeans arrived in 1519. When I got out of High School, I thought it was going to be easy to get a job. I had obtained a diploma that most of the non-professional jobs required. The reality was that besides education, they also were asking for experience, experience I never obtained in High School. Therefore, the idea of introducing a vocational skills program as an alternative choice to the academic high school curriculum would not only help students open their opportunities for more jobs, but also could help them decide on their academic path.
