If I were appointed as chief executive of a law enforcement agency depending on what the police agency needs were will depend on which one or a combination of the four executive styles I would use. Several factors will play a role in the decision-making process because as a police executive the two primary roles are managing and leading. There are two executive styles that I would adopt as a police executive of a law enforcement agency. The first executive style is the administrator style who plays an internal role in the police department. There are specific areas of emphases that the police administrator focuses on such as planning, which will consist getting ready for things that are going to occur or anticipating things that will happen
He also has the authority to allocate work and execute control in ensuring the work competency and readiness. The type of management style into the sheriff’s office “the top-down approach considers the overall police mission—to protect and to serve the public” (Swanson, Territo, & Taylor, 2012). It so because under Sheriff 's Gee leadership the agency adapted (ILP) tactic, which has been proven to be very effective in reducing crimes according to the Sheriff’s office. The transition makes sense as of why the sheriff shifted to (ILP), and one reason is that the “Compstat and intelligence-led policing is much more hierarchical and emphasizes the top-down approach” (Swanson, Territo, & Taylor, 2012.
Chapter 10 was a good read, the role organizational structure plays within an organization of all sizes is very important. The stories and organizational charts used in this chapter was interesting and informative. I like how the author used the organizational structure for U.S. Metropolitan Police Department, Washington D.C. to show readers the importance of organizational structure when it comes to following commands within a major organization that deals with homeland security. Following, September 11, 2011 terrorist attack, homeland security and MPD was forced to make changes in the organizational structural. Because the order of communication between the national security and the police department wasn’t communicated inefficiently between
In looking at the Kansas City Patrol Experiment, it appears that adding more police officers has little or no affect on arrests or the crime rate. Please review the study and explain why more police does not mean less crime. Due Date March 11, 2005
In law enforcement, discretion is left up to each police officer to make responsible and reasonable decisions on situations while in the field. A police officer will have no choice but to use discretion in certain situations and make decisions on what type of force or punishment is necessary for the situations. Many people in the society always believe that police officers can make any decision they wish to at any time while working. This is very wrong because there are situations whereby a police officer or even the chief of police has no other choice, but to follow the law in making decisions. The role of the police administrator is double challenging because, he/she must determine how best to use discretion as well as encourage or dissuade discretion by subordinate members ...
I believe the chain of command is important in a police agency for many reasons. It is a roadmap that shows the route within the organization that order would flow coming down through the organization or that requests flow going up the organization, like a two-way street. The chain of command also establishes formal lines of communication within the department for organizational purposes and it must be used by everyone to communicate formally. This will eliminate crucial departmental problems. For example, if the chief administrative level does not follow the chain of command downward and gives an order directly to the patrol officer, this could cause confusion. For example, the supervisory level might feel that it is alright to do the same thing sending information up the chain. The purpose of the chain of command is to show individuals who their bosses are, from the chief
In Florida, every law enforcement official uses the tools of planning, management, and evaluation. For example, a patrol officer plans how to cover a beat, makes rounds or manage activities, and evaluates how they did at the end of the day. An officer plans what to do and how to do it before taking action. Unfortunately, this same approach is not consistently applied in police agencies and security operations as a whole. In fact, although a certain degree of planning is usually conducted by all prevention organizations, the major emphasis has traditionally been on the management and evaluation of an officers work; every sergeant knows to manage a police force in such a way that the commander will conclude that they are doing a good job. The major purpose of the discussion that follows is to provide crime prevention personnel information about planning, management, and evaluation so they can take advantage of those tools in performing their jobs.
Police corruption and misconduct come apparent in many different forms. A basic definition for police corruption is, when an officer gets involved in offenses where the officer uses his or her position, by act or omission, to obtain improper financial benefit. The main reason for such corruption is typically for personal gain, such as bribery. Police abuse of authority occurs in three different general areas such as physical abuse, psychological abuse, and legal abuse. Physical abuse is such abuse where one uses excessive force or physical harassment. The psychological abuse occurs through disrespect, harassment, ridicule, excessive stops, or intimidation. Finally, legal abuse is abuse that occurs during unlawful search and seizure or manufacturing evidence (Pollock, 2012). One source describes police corruption in eight different ways. They include: corruption of authority, kickbacks, opportunistic theft, shakedowns, protection of illegal acts, the fix, direct criminal acts, and internal payoffs (Roebuck & Barker, 1974).
This paper is an attempt to articulate the organizational change that is taking place within the Police Department and how the existing norms, culture, and organizational profile affect the desired change, as well as the resistance to change that might be affecting the change agent and the personnel affected by the change.
In my opinion, the many different views of police culture can vary in many different situations. I say this because of the many different views this can be misleading at times. I think what's needed is reform of a police culture that has often infected relations between police and blacks, destabilized respect for cops and the law, and set the basis for the many deaths. The overall image of the police offers is an overview of the public’s perception of the police in reality. Without the public’s view of this police culture wouldn’t have the look it has now. Specific characteristics of the publics, association, or foundation remain interchangeable. Actions of the overall image are valuable because they
All organizations, especially law enforcement agencies, require leadership. Maintaining a dependable leadership structure is key to the success of any organization. The philosophy of the modern style of police leadership involves a leader who is strong, competitive and unreceptive to change. Police leadership is based from an autocratic style which is founded on integrity and courage, embracing teamwork, involvement and shared leadership (Cordner & Scarborough, 2010). This style of leadership works well in an emergency situation in which rapid decision making and strict control is needed. The negative aspect to this style of leadership is the inability of the organization to function with the absence of leadership.
The New Zealand Police is the lead agency responsible for helping the community to decrease or reduce crime, corruption and improve the responsibility of safety and protection in New Zealand. There is a need to make changes to the police culture in order to improve the performance of their organisation. However there are three fundamental errors that need to be addressed which will be discussed in this essay. Firstly, there is a lack of an established sense of urgency which has the potential to jeopardize the future of the organization. Secondly is, not creating a powerful enough guiding coalition which means there is a lack of communication which resulted in an absence of leadership and teamwork from frontline staff to national headquarters. Finally, an undercommunicating the vision by a factor of ten that organisation leader needs to communicate visions and strategies. These three errors are relevant as they are pivotal in the implementation of a managing change programme. Recommendations are also provided to improve on how the New Zealand Police can be enhanced within a management perspective.
Police officers have a very reputable job, meaning they must be professional at all times. The job of a police officer is to protect and to serve the public. Since most of their time is spent in the public eye, they are expected to maintain professional behavior. The first step in projecting their professionalism is their dress. They should be dressed neatly,
Consider for once how lucky one is for not having the physical appearance of a criminal, and even tough such thing does not exist, America 's Police Department seem to have a pretty good idea of what a criminal should look like. As Benjamin Spock once said: "Most middle-class whites have no idea what it feels like to be subjected to police who are routinely suspicious, rude, belligerent, and brutal.” Thus, unfortunately, being victim of police 's power abuse is a reality that many people have been suffering from in the past years. The abuse of power by police officers is a known fact, and the government should address it by improving the selection processes of new officers, increasing monitorship, and implementing punishments.
In order to understand the attitudes towards police work and the actions of police officers one can make use of the Structure-agency debate which has three distinct perspectives; structure, agency and structuration. This essay shall argue which position is best to apply by drawing on sociological theories and concepts.
There are significant reasons why law enforcement executives feel that the time has come to reevaluate the policies and practices of their organizations. These reasons derive from the history of policing and police research during the last years, in the changing demographics of communities, and in the shifting characteristics of crime and violence that affect these communities.
