During the course of the eighteenth century, both Peter I and Catherine II rose to power as Russian tsars implementing their social and political power upon their kingdom and people. They aimed to westernize Eastern Europe, amassing great power and tracts of land, yet the tactical process in which they did so differed for each individual. Peter I and Catherine the Great made effective changes within the structures of military, nobility, education, and peasantry. The main driving force behind Peter I’s consolidation of power and reformation of Russia was the goal of ultimately enhancing military efficiency, allowing Russia to become a world power. Peter I intended to modernize Russia’s army and navy, giving power not only to his position as supreme ruler, but also to Russia’s political position in aspect to fellow European countries. Catherine II, while not as war driven as Peter I, posed a powerful threat to European dominances and similarly pushed Russia into the modern and advanced era of time. In contrast to Peter I, Catherine scorned force and sought to pursue individualistic efforts instead. Catherine the Great tended to turn away from the conflict and political schemes of aggressive war, but would not falter to assert her dominance and that of Russia’s as a formidable opponent. Peter I and Catherine II were also very involved in the the role and responsibilities the nobility could implement within the government and politics. Traditionally, the gentry lived on estates granted to them, but Peter I took it one step farther, intensifying the obligations of the nobility. They were required to accompany regiments to the field and lead them into battle. When they could no longer do so due to age or injury, the nobility were to perform administrative service in the department of state. Peter also reorganized the government with the issuing of the Table of Ranks, an official hierarchy of state that established the social position or rank of individuals: military service, civil service, and owners of landed estates, each consisting of fourteen ranks. This portrayed Peter’s commitment to promotion based on merit rather than birth or background. The Table of Ranks allowed the introduction of new elements into the Russian elite. Catherine II, on the other hand followed the path of Louis XIV, appeasing the nobility, while abolishing the establishment of the Russian elite that Peter had previously arranged. Catherine reformed the government into fifty provincial districts, each governed by a central official and local noblemen. She consolidated the rights of the nobility when she issued the Charter of Nobility, which acknowledged the privileges of the people, while stating their rights and responsibilities. Catherine the Great then incorporated the nobility into educational reforms.
She found education as the main source towards the means of success and pursued a people filled with knowledge to progress their nation. Catherine established provincial elementary schools to train the children of the nobility and created teacher colleges to equip state with proper educators. In 1755, the University of Moscow was founded and held a number of European emigrants. Peter I also believed in educating and modernizing his people, so Russia would remain level, if not superior to other countries. He encouraged nobleman to experience Western Europe and learn about technology, economic theory, and political sciences. Peter established military schools and staffed them with foreigners, much like Catherine’s University of Moscow. A final topic focused and reformed by Catherine II and Peter I was the peasantry. During the time of both rulers, the lower classes did not benefit from their “reforms”. Peter I forced peasants to work on major projects, serve for life to others of higher class, or educate the sons of nobility. While Catherine II advocated the abolition of serfdom and cruel treatment of peasants, she failed to enhance the lives of the people and, instead, gave away thousands of state peasants who became serfs. Peter the Great was trying ultimately to make the Russian Empire more Europeanized or Westernized. He wanted to protect and enhance the vulnerable Russian Empire. Peter the Great saw that other European countries are colonizing in other regions like the New World, Asia, and Africa. Peter saw this as a threat and didn’t want for the Europeans to conquer Russia. Through decrees to shave and provisions on dress, he was trying to make them European. He also wanted to make military and economic reforms that could help the empire itself. If they built factories, they didn’t need to get supplies from Europe.

Observing that European technological superiority allowed it to enjoy extraordinary benefits, he adopted many European practices to assert his own dominance and increase Russia’s protection against its adversaries. In doing this, Peter the Great formed himself a lasting legacy. Although Peter the Great originally mimicked Louis XIV in his staunch practice of absolutism, he ultimately surpassed Louis XIV in his goal of supremacy. Peter replaced the previous head of the Orthodox Church, and had both religious and earthly supremacy. Thus, Peter achieved something that Louis could never manage: a control of both church and state. Outside of Russia’s borders, Peter succeeded in his endeavors to a much greater extent than Louis XIV. The Great Northern War against Sweden effectively gave Russia access to a warm water port: Saint Petersburg, where Peter created his own Versailles, the Winter Palace, that fulfilled goals similar to those of Louis. She highlights many components of peasant society, including their social classes and how their society values property in different ways. Davis also includes the peasants’ culture. She elaborates on the importance of children and the consequences of not being able to produce children. She also explains typical marriage procedures and customs. Lastly, Davis talks about some of the laws and common uses of the judicial system by peasants. By incorporating these factors into her book Davis is successful at recreating life for peasants in France during the sixteenth century.
I believe that there was so much attention given to Peter the Great because of his extensive reforms. Peter brought both social and economic changes to his country. He wanted to make Russia big. Peter transformed the culture; he wanted his people to wear the western European fashion. Many of the people were not thrilled with the change because they did not like the ways of the western European societies. He made his navy stronger, he reformed his army to meet the western standards, and he gained control over the church.
Absolutists during the 16th and 17th centuries were often times focused too heavily on military or other such rather than the people they were ruling. They still were going to have an absolute power but it was going to be in a different way. I think that Catherine was really trying to make the monarch look like a better person so that she would be well respected with certain laws or decisions that she would make. The reason behind her enlightened views may not be known, but I feel that she wanted to have more territory to rule over and knew she needed to gain support in order to take over a larger area. Overall, I think Catherine the Great was a wonderful ruler. She knew she was in charge and seemed to try to please everyone. Even though she may not have succeeded in doing that, she did come up with laws such as human torture should be abolished, no man should be looked at as guilty before he has a sentence, and the society should be a fixed order. Knowing what her role was and coming up with laws that benefited the society definitely showed that Catherine II did earn to be called “Catherine the
Catherine was born in 1729 to a German prince and princess. She moved to Russia well before her husband’s, Peter III, reign. During the time before his reign she learned all about the Russian language and customs, even converting to Orthodoxy. Catherine started her spirited and enlightened reign in 1762. In an effort to help make a more absolute government, Catherine wished to rework Russia’s law code, which had not been changed since 1649. In July of 1767 she brought together the Legislative Commission. This was a body of elected deputies for her to consult with about her Instruction, or Nakaz. The French philosopher Montesquieu, whom Catherine greatly admired, referred to England as a moderate monarchy, which had political liberty as its main principle. He saw Russia as more of an oriental state with despotic, absolute rule. Catherine did not agree with his classification of Russia and she insisted that Russia was an absolute monarchy, not an Asiatic despotism, and could be ruled by administering fundamental laws. The author points out that Catherine’s condemnation of torture, “ The usage of torture is contrary to all dictates of nature and reason: even mankind itself cries out against it, and demands loudly the total abolition of it” shows her true belief in the principles of enlightenment. Catherine’s first major reform involved Russia’s legal system, which was based on the inefficient Code of Laws. Catherine's legal reform was documented to be the ideal government for Russia. The Empress called for a progressive legal system which focused on granting equal protection under law to all persons and emphasizing prevention of criminal acts rather than the imposing of harsh punishment. An avid admirer of Peter the Great, she created her version of Peter the Great’s decrees known as The Grand Instructions in 1768 even though she never really put these ideas into practice. Catherine the Great tightened her control on serfs and peasants through the creation of the Decree of Serfs. This decree stated that serfs and peasants must submit to their landlords in all matters or they face arrest. They were banned from sending petitions complaining about their landlords. This allowed the monarchy to control serfs and peasants in the prevention of any uprising or revolts in the future which also favored the nobles.
