On 4-26-2018 at about 0744 hrs I was on routine patrol at the Muckleshoot Smoke
Shop at 2115 Auburn Way S, when I noticed a parked white sedan (AZJ0469) with a
male sitting in the passenger seat. It appeared from the amount of condensation
in the windows that the vehicle had been parked at the location for a
significant amount of time. I further noticed that there was a male, later identified by WA ID as Kameron Lewis, sitting in the driver seat.
I often patrol this parking lot as it tends to draw a significant amount of drug
activity. During this incident, I parked my patrol vehicle on the side of the
sedan and walked toward the passenger side of the vehicle. I peered into the
vehicle and observed Kameron with three cells phones in his lap

as he appeared to be manipulating each one. I then observed, that within arms reach of Kameron and on the passenger seat there was a small baggie which contained a white crystalline type substance. I knew from my training and experience that the substance was likely methamphetamine.
Due to the fact that Kameron appeared to be in possession of methamphetamine, I
approached the driver side of the vehicle and had Kameron exit the vehicle. I
advised Kameron that he was under arrest for possession of methamphetamine. I
then placed Kameron in handcuffs, per my training, and advised him of his
Miranda Rights which I read from a pre printed card. Kameron stated that he
understood his rights and stated that he wanted to speak with me.
During an incident to arrest search of Kameron's person, I located a black
sunglass case in his front left pants pocket. Inside the case I located a clear
glass "bubble pipe", which had a white crystalline substance on the interior. A
bubble pipe is a glass pipe that has a bubble with a hole on one side. This type
of pipe is specifically linked with the smoking of illegal narcotics, specifically meth. Additionally, in Kameron's pants pocket I located two orange cap syringes, which are associated with drug consumption.
Kameron stated that both drug paraphernalia items were his and that the meth I
located in the vehicle was also his. Kameron stated that he has been using
meth and heroin for a significant amount of time and that he has about a $10
a day habit. Kameron provided verbal consent allowing police to search the vehicle and retrieve the located meth. I returned to the police department and field tested the suspected methamphetamine in accordance with the protocol established by the WSPCL and got positive results. The suspected methamphetamine had an unpackaged weight of .2 grams and was entered into evidence with the drug paraphernalia. Kameron was released at the scene.

Officer Bluem conducted a records check on Hunter, which revealed three outstanding warrants for his arrest. Incident to arrest, Officer Bluem searched Hunter’s backpack and found a used hypodermic syringe. I looked inside of Hunter’s wallet and found a paper bindle. I opened the paper bindle and found a white substance inside, which resembled crystal methamphetamine. The room Brooke was located in had so much miscellaneous stuff in it Offices were unable to see the floor. Pltm. Hess observed in plane site six devises used to smoke marijuana, and three devises used to smoke/ snort heroin. There was a $20 dollar bill and a $10 dollar bill rolled up as well. The $20 had a blackish gray powder substance located on it. The $10 dollar bill had a white colored substance located on it. Before Officers left the room a bag of a green leafy substance was located in plane site near the devises used to smoke marijuana.

On the above date and time, reporting Officer and Officer Bolin were dispatched to the blue lot to take a hit and run report. Upon our arrival we spoke to Lois ALMONEY and she stated that she wittnessed a blue Honda Accord pulling into a parking spot and striking a White Toyota Sienna that was already parked. ALMONEY stated that the young girl, with longer blonde hair, exited her vehicle and looked at the van, and acutually tried wiping of the scrape marks. She also stated that this female did not leave a note on the vehicle and just went inside the hospital through the patient discharge doors. ALMONEY stated that she also took a photo of the vehicles parked next to each other.
At this time I made a U-turn at the intersection of Leo Kidd Ave and Ridge road and proceeded west on Ridge road. As I approached the scene I observed the blue tow door Toyota leaving the scene at a high rate of speed traveling North on U.S. Highway 19. I pulled up to the intersection a white female stated that a woman in a blue Toyota 2 door crashed into the rear of her and took off.
One major issue that affects the US today is the use of illegal drugs. One of the fastest growing illegal drugs is methamphetamine. Methamphetamine, also known commonly as meth, is "the label given to a homemade substance that is manufactured (typically) in rural labs using fertilizers, cold tablets, and household acids" (Armstrong, 2007, p. 427). When it is manufactured, it is commonly seen as a powder or crystal that is white in color, has no distinguishable odor, and is pungent to the taste (McKinley & Fink III, 2006). There are several means by which meth can be consumed. This can include the product being smoked, inhaled, swallowed, or injected by needles (McKinley & Fink III, 2006 & O’Connor, Chriqui, & McBride, 2006).
Illicit drug use and the debate surrounding the various legal options available to the government in an effort to curtail it is nothing new to America. Since the enactment of the Harrison Narcotic Act in 1914 (Erowid) the public has struggled with how to effectively deal with this phenomena, from catching individual users to deciding what to do with those who are convicted (DEA).
