The powers of the office of management and budget (OMB) started back in 1921 as a different name. It was once called the Department of bureau of Budget (BOB) in 1939. Than later on in the 1970 it was changed and redeveloped as the modern OMB today. Today over 500 personnel work at the OMB providing services as the senior management groups that help collet data and filter request to the budget. The OMB will look over any different types of federal agency regulation and if needed will better future budget management for the federal government. It a vital system needed for checks and balances within our government. The CBO has the power to at any time look over the president budget as well as protect the public interest. CBO is a nonpartisan and hires employees solely on a professional term in order to keep a political affiliation out of the question. They simply analyze the budgets and give reports and cost estimates needed to better the future or current budget. The CBO has many reports that it will produce to analyze and look over. This includes a 10 year long-term plan, cost estimates, options, sequestration reports, and many more. This ranges from 500 to 700 formal estimates yearly with the ever changing government. The analytic reports look at particular federal spending programs to include tax codes and s budget and economic problems. These reports go over a wide range of policies like health care, taxes, social insurances and more. The reports from the CBO normally come from a request of the chairman or ranking member in a committee or sub committees or with the request of a party member of the house or the senate. In some cases the reports will go before congress as a testimony rather than as a report. They will also sometimes use other means to present this data in the form of a presentation to professional groups which will be posted on the CBO website. This is done twice a

Often, when the discussion of American bureaucracy is broached in conversation, those holding these conversations often think of the many men and women who operate behind the scenes within the government. This same cross section of Americans is looked upon as the real power within the federal government and unlike the other branches of government, has little to no oversight. A search of EBSCO resulted in the following definition, an organization “structure with a rigid hierarchy of personnel, regulated by set rules and procedures” (Bureaucracy, 2007). Max Weber believed that a bureaucracy was technically the most efficient form of organization, one structured around official functions that are bound by rules, each function having its own specified competence (2007). This wide ranging group of Americans has operated within the gaps, behind the scenes, all under the three core branches of government: the legislative, executive, and judicial branches. Federal spending is necessary for the economy and is essential to the accomplishment of national goals and advancement. This is why a budget is needed, however, there is no actual process mentioned in the Constitution that explains how Congress should do this. The Constitution states:
The reason why I find this branch so important is because it is the channel through which most people will see government in action. The majority of people living in our nation are going to see much of their news regarding politics by observing the cabinet, public administrators, and especially our president. These executives have the power to shape our ideologies simply through their speech and mannerisms. An unpopular president can influence public opinions on government as a whole significantly, simply through his own work. This makes the job of the executive branch multidimensional.
In order to run more efficiently, there are certain responsibilities that Congress has given to the President over time. But that doesn’t mean Congress is losing any power or authority. It just means that they are giving up a responsibility that they don’t need. One of these responsibilities that were given to the President is the raising and lowering of tariffs. When it came to this issue, Congress can’t act decisively on its own. So even though Congress appropriates funds, they gave the President this fiscal responsibility. Again I want to stress that they didn’t lose any authority or power because of this. All they lost was a responsibility that they no longer have to worry about as it’s the President’s responsibility now. Still, the president has no authority or power regarding this issue. However, when he was given this fiscal responsibility, Congress also gave him staff assistance in the form of the Bureau of the Budget. This department helps the President make up the budget he wants to propose.
The bureaucracy consists primarily of the executive branch of government, and its components. These include cabinet departments, independent agencies, regulatory commissions, and government corporations. The preamble of the United State’s constitution sets many goals for the country. These goals are to form a more perfect union, to establish justice, insure domestic tranquility, provide for the common defense , promote the general welfare, and to secure the blessings of liberty for ourselves, and our posterity (US Const). With all of these goals it begs the question are, parts of the United State’s government meeting these goals? One specific case with this relationship is the relationship between the federal budget, and the goals in the preamble. The Federal Bureaucracy is comprised of nearly every department, committee, and agency that makes up the Federal Government. The function of the bureaucracy is to implement laws and policies, define the rules and regulations of how a law works, and institute examinations, permits and licenses. Congress makes the laws and policies in a broad manner and the bureaucrats flesh out the details and minutia of the intent of that law’s maker. The bureaucrats of the specific department etc. may be appointed officials, civil service employees or other federal employees. The Articles of Confederation was a failed document due to the federal government not having enough power. Not having enough power meant that there were no treaties, the government could not enforce laws and collect taxes, and there were no armies. This is known as the Shay’s Rebellion. To fix this situation the federal government raised to power by collecting taxes, enforcing laws. They limited power by having the 3 branches of government which are the judicial, the executive, and the legislative branch. The budget is a method in which to reign-in discretionary spending, and will likely show variances between what costs have been anticipated and what costs are actually incurred. The Budget Process Budgetary planning may differ between organizations. Single-period budgets and rolling budgets have methodologies that provide advantages and disadvantages that may make one budget time frame better than another. A single period may require less time in planning during a fiscal year, but is less accurate than a rolling budget that is continuously planned on a repetitive basis. In either case, budgets are planned in advance in order for a company to operate profitably, and less so to have "actual results equal budgeted results."
According to the Congressional Budget Office, funding for the purpose of protecting our US borders and infrastructure is divided among multiple accounts within the federal budget. It involves many areas of government and often times, monies are taken from accounts from funds outside of homeland security. At any rate it became a major issue for political leaders after 9/11. Conflicts arise when money is not properly allocated to cover the cost of security. With the many governmental projects that exist, we must establish both financial boundaries and limits on what is funded.

This responsibility is actually mandated in the Legislative Reorganization Act of 1946. Each committee of the Senate and House has specific oversight function for which they must adopt an oversight plan as required by law. Their oversight function is designed to ensure that implementing organizations comply with congressional decisions, improve the efficiency, effectiveness and economy of governments operations, assess the ability of implementing organizations and individuals to manage and accomplish implementation (including the investigation of alleged cases of inadequate management, waste, fraud, dishonesty or arbitrary actions) and ensure that implementation of policies reflect public interest.
