During the twentieth century, Canada as a nation witnessed and endured several historical events that have had a deep and profound influence on Canadian politics. The most influential and constant force in twentieth century Canadian politics has been the increasing power and command of Quebec nationalism and the influence it has had on Canadian politics today. Quebec nationalism has shaped the structure and dynamics of Canadian federalism from a centralized to a decentralized form of federal government (Beland and Lecours 2010, 423). The decentralization of several sectors within the Canadian government has been a direct effect of Quebec nationalism. Decentralization has led to more autonomy among the provincial governments, especially in the province of Quebec. This paper will argue that Quebec nationalism has affected Canadian politics through decentralization. Most importantly, the decentralization of Canadian politics can be determined constitutionally, institutionally, and politically.
In order to fully understand the impact that Quebec nationalism has had on Canadian politics, it is important to first understand the roots of Quebec nationalism. Quebec was founded in 1608, originally called New France, by the French (McRoberts 1991, 412). However in 1759 New France came under power of the British (McRoberts 1991, 412). British rule did not lead to assimilation therefore the Francophone language and culture was preserved despite the initial intention of British authorities that it should. (McRoberts 1991, 413). In 1837, Quebec was merged with the predominately English-speaking colony of Britain, Upper Canada (McRoberts 1991, 413). The Meech Lake accord was a set of constitutional amendments that were designed to persuade Quebec Province to accept the Canadian Constitution Act of 1982 (Brooks 152). This accord derives its name from the Meech Lake, where these negotiations were held by Mulroney Brian, the Canadian Prime Minister, and the ten premiers of the ten Canadian Provinces (Brooks 211). By the time the Canadian constitution was being implemented, Quebec was the only province that had not consented to it. Somehow, the partition of the constitution in 1982 was carried out without Quebec’s agreement, but it was still bound by the same law. Attempts were made to persuade this province to sign the constitution, which it agreed to do but only after its five demands are fulfilled by the Canadian government. Unfortunately, these demands were not met and this accord failed in 1990, when two provincial premiers failed to approve it. This paper answers the question whether Quebec asked for too much during the Meech Lake Accord negotiations.

Although Quebec is in Canada, a majority of Quebecers do not identify with the national identity of Canada. Both societies create a sense of identity as well as nationalism (Hiller, 295). Hiller mentions two approaches to assessing Canadian identity; the unitary approach and the segmentalist approach (Hiller, 277). The unitary approach suggests that society consists of people who regardless of their ethnic back ground, identify as belonging to the national society, while the segmentalist approach concentrates on groups and communities that share racial, linguistic, occupational, or cultural similarities (Hiller, 28). While most Anglophones are more unitary or pan-Canadian, Quebec heavily identifies with the segmentalist approach. This dissimilarity of identity perspective may be problematic for the country, at the same time however, it can also be viewed as a struggle where contradictory parties find a way to compromise and reshape Canadian society together (Hiller, 277). Manitoba Métis Federation, representing Métis in Manitoba, filed a claim asking for a declaration that the federal and provincial statutes, which affected the implementation of Manitoba Act provisions, were "constitutionally invalid” (Chartrand, p. 477, 1991). In Section 31 of Manitoba Act, 1870, it provided lands to the Métis people. Section 32 assured the settlers, Aboriginal or not, that their occupied lands in 1869 would not be “jeopardized” by the wave of newcomers (Sprague, 1980, p. 416). Quebec has struggled with a need to be maitres chez nous “masters of their own house” (Young, 1998). Many attempts at resolving Quebec's issues has resulted in tensions from both sides. Because Quebec has a strong national identity, and do not define themselves as strictly Canadian, Quebec is seen as difficult, unyielding and discontented. Quebec's separation perhaps is inedible and the future of Canada questionable. Canada without Quebec will bring about many complications and whether there is a rest of Canada (ROC) after Quebec a major challenge. Western alienation and the lack of representation in federal affairs will be a factor; moreover, past actions and historical events may have turned Canada into a time bomb, and the deterioration of the provinces the only sulotion. How First Ministers react to Quebec's sovereignty regarding economic factors, political structure, and constitutional issues will be of great importance. Whether emotional issues will play a major role in decision making is subjective; however, it is fair to say that it will be an emotionally charged event and it could either tear apart the ROC or fuse it together. Placing emphasis on investigating what keeps Canada together is perhaps the key to Canada's future, and salvaging a relationship with Quebec.

Regionalism is a growing concern for Canadians` as it affects economic stability, nationalism and western alienation. The economic stability is reliant on the regions having strong economic bases (Stilborn, 19). Nationalism with Quebec is a prime example of how distinct regional cultures hinder Canada’s unity, as they want to separate from Canada, while still having the federal Canadian government financially support them. Western Alienation is also a prime political culture that is regionally distinct.
