Secession of Quebec province from Canada

The separation of Quebec has been a very controversial issue. Quebec has unique history and allows Canada to be considered as bilingual country. If Quebec stays, Canada maintains its large piece of land, the history that goes along with it, and millions of people living there. Since 1980 there was a referendum to separate Quebec from Canada. This referendum was defeated when 41.5% of the people voted Yes and 56.5% voted No. Furthermore, in 1995 there was a motion to pursue Quebec independence, which defeated by 50.58% Yes and $9.42% No. There are important Questions to be answered:

Separation of Quebec can negatively impact on Canada`s culture, heritage, bilingualism, education, and economy. That is, separation of Quebec is consequential in terms of import and export, foreign investors, market within the country, currency, Bank`s fund, and employment opportunities. Furthermore, separation of Quebec violates Canadian Charter of Rights and Freedom. Separation of Quebec violates rights of Anglophone and francophone people and creates problems for their education. Also, separation of Quebec negatively affects mobility rights of Canadian citizens. By having unified government it is possible for Quebec government to have local control whenever feasible. There are politicians in other parts of the world that can act as driving for to break apart Canada for their own benefit. Political stability is a key factor behind Canadians success. Separation of Quebec and trade with USA and other countries can result in over dependence of Canada on other countries. To avoid this threat Canadian youth must work harder and seek advice from experts in law, economy, and politics. If Quebec separates, Canadian will lose huge lands and population will shrink. If boundaries remain the same it can be problematic for residents who have trade with neighbor provinces or residents who have properties that will negatively impacted from division of Quebec. As its own state Quebec would have the capacity to act, consolidate and further create their own cultural identity (Heard, 2013). For example, Quebec could foster the national language to be French. By gaining independence from Canada, Quebec can then create their own laws, own immigration rules and levy taxes (Heard, 2013). This would allow Quebec to be completely independent from the rest of Canada, but they would have connecting boarders like the United States and Canada do.

Quebec’s social identity and defining characteristics contradict and conflict with those of rest of Canada. Since the genesis of our country, the political, social disagreements, and tensions between Quebec and the rest of Canada have been unavoidable. Utilizing Hiller’s key contradictions in the analysis of a Canadian society, we will compare and contrast the nature of the societal identity in Quebec compared to that of rest of Canada, emphasising on the major differences and tensions between the province and the rest of the country.
Many Francophones believed that they were being discriminated and treated unfairly due to the British North American Act which failed to recognize the unique nature of the province in its list of provisions. Trudeau, with the aid of several colleagues, fought the imminent wave of social chaos in Quebec with anti-clerical and communist visions he obtained while in his adolescent years. However, as the nationalist movement gained momentum against the Provincial government, Trudeau came to the startling realization that Provincial autonomy would not solidify Quebec's future in the country (he believed that separatism would soon follow) and unless Duplessis could successfully negotiate (on the issue of a constitution) with the rest of Canada, the prospect of self-sovereignty for Quebec would transpire. The history of Canada was flooded with many influential and incredible events, particularly during World War 1 and World War 2. During the 20th century, Canada got more involved in worldwide events. It was a very important period for Canada; it was where they gained their independence and progressed as a country. After this century, Canada was considered an important and powerful country. The three main 20th century events in Canadian history are the battle of Vimy Ridge, the change of woman’s rights and the battle of Juno Beach.
The Trans Canada Highway became a visible nationalistic figure that set apart Canada from other countries. The highway was built to reinforce a newfound nationalism, however, there were oppositions in the building of the highway. In order for the highway to run from coast to coast, every province had to sign and agree to an Act that was enforced by the federal government. Every province agreed to the Act and the implementation of the highway except for Quebec, who at the time was governed under Premier Maurice Duplessis. Duplessis opposed the idea of the highway because under the Trans Canada Highway Act, the federal government would have complete control over road regulations when previously it was the responsibility of the provincial and municipal governments. This created a problem for the highway as the road needed to go through Quebec in order for it to be able to include the east coast provinces. Any person, place or event that has held the honour of being commemorated in Canada has been recognized of an extreme importance to the country. It is impossible to research commemoration in Canada without reading about world war one and two; The great wars are arguably the most commemorated events in History let alone Canada. Understanding this they are not the only events that receive attention from Canada, the government recognizes many other occurrences as, well, anything from Sir John A. Macdonald day on the 11th of January to the anniversary of the statute of Westminster on the 11th of December. Canada is known by outsiders to be a very peaceful country. But if you ask any Canadian they well tell you that is unfortunately not the case. For there is a large ongoing conflict between Canadians. The conflict is between the French and the English, or more specifically between Quebec and the rest of Canada. As a result of this conflict, along with some wrongdoing and propaganda. Quebec has considered and has gone as far to hold referendums over Separatism (Surette,2014). Separatism is that the province of Quebec separates from the rest of Canada to form its own country. Which would have immense effects on indubitably Quebec but also the rest of Canada (Martin, 2014). This report will focus on the root causes and origin of Quebec Separatism, the current state of Quebec Separatism and finally how we as a society can act towards Quebec Separatism.
Frist, federalism is the division of power between the provinces and the federal government (Cutler 2010, 3). As well, Federal systems tend to be made up of multiple parts, which do not necessarily work together (Brock 2008, 3). There has been an increase on the study of federalism in recent years, which has created a more in-depth look at how federalism impacts the government. (Farfard Rocher 2009, 294). Regionalism is a growing concern for Canadians` as it affects economic stability, nationalism and western alienation. The economic stability is reliant on the regions having strong economic bases (Stilborn, 19). Nationalism with Quebec is a prime example of how distinct regional cultures hinder Canada’s unity, as they want to separate from Canada, while still having the federal Canadian government financially support them. Western Alienation is also a prime political culture that is regionally distinct.

Strong words like Johnson's found in the mass media are very significant to issues such as this. As elected representatives the government will not act against the wishes of the majority of citizens. Therefore if the Canadian citizens claim that Native Sovereignty in Canada can not coexist with Canadian sovereignty than it will not.
The confederation of Canada, a process which took over a century long, with many notable events and people who were involved in forming what we know as Canada today. The confederation all started in 1763, with The Royal Proclamation. Britain decided that pacifying First nation was the best alternative to a costlier war. This proclamation created a boundary between the First Nations and the British Colonies. In the next 50 years or so, the Quebec Act, which revoked the Royal Proclamation, and Treaty of Paris, which recognized British North America to independently exist, and the Constitutional Act, happened. Although these were major events in Canada’s history, The War of 1812, was one of the most notable events that lead to Canada’s Confederation.
A century ago, Canada was under control by the British Empire. The battles we fought the treaties we signed and the disputes we solved all helped us gain independence from our mother country “Britain”. Canadians fought a long battle protecting others, and from these battles we gained our peaceful reputation and our independence from Britain. Canada became a nation on July, 1st 1867. Although we were an independent country, our affairs and treaties were all still signed by Britain. In the next years Canada would establish its own government, and lead its own affairs. Many important events led to Canada’s independence, one of the earliest signals that Canada wanted to establish autonomy was the Chanak affair of 1921. In addition the battle of Normandy, which occurred on June 6 1944, contributed to the autonomy of Canada. The Suez Canal Crisis, which took place in the year 1956, earned Canada a place in the media spotlight, displaying Canada as a peaceful country that deserves the right to be independent. One of the final steps that aided with Canada’s independence from Britain was the Canada Act of 1982. Independence from Britain steadily increased throughout the 20th century because of political decisions made in Canada.
Since federalism was introduced as an aspect of Canadian political identity, the country has undergone multiple changes as to how federalism works; in other words, over the decades the federal and provincial governments have not always acted in the same way as they do now. Canada, for example, once experienced quasi-federalism, where the provinces are made subordinate to Ottawa. Currently we are in an era of what has been coined “collaborative federalism”. Essentially, as the title would suggest, it implies that the federal and provincial levels of government work together more closely to enact and make policy changes. Unfortunately, this era of collaborative federalism may be ending sooner rather than later – in the past couple decades, the federal and provincial governments have been known to squabble over any and all policy changes in sectors such as health, the environment and fiscal issues. Generally, one would assume that in a regime employing collaborative federalism there would be a certain amount of collaboration. Lately, it seems as though the only time policy changes can take place the federal government is needed to work unilaterally. One area in which collaborative federalism has been nonexistent and unilateral federalism has prevailed and positively affected policy changes is in the Post-Secondary Education (PSE) sector.
