While Music Therapy has gained wide-spread acclaim for its effectiveness and garnered increasing attention in the fields of Medicine and Psychology, it has not quite effervesced into the level of popularity proportional to how effective it has actually proven to be. For the purposes of this paper, the focus will be restricted to Special Education. Specifically, what will be examined is the effect that underfunding of Special Education has on the children themselves and their ability to socialize and assimilate into society as functional members. Music therapy can be combined with occupational to increase the benefits of the special education services. A significant challenge people on the autism spectrum face is effectively communicating their thoughts, desires, and emotions in a socially acceptable way. Using improvisation in music therapy can help students on the spectrum express what they are feeling. Learning to use musical elements such as dynamics, tempo, timbre, and form, can help this population demonstrate musically what they need to communicate. For example, if they are feeling sad, they might improvise with a slow tempo. If they are angry, their improvisation might be loud and fast.
Unfortunately, there are people who disagree with funding special education, much less the use of music therapy as a supplemental service.
Funding music therapy in public school special education will benefit more people than just the students receiving the service. With around 70,000 special education students with hearing losses in the US it is no wonder that teaching these students the art of music has become an important opportunity within their education (U.S. Department of Education). According to Darrow and Heller (1985) as well as Solomon (1980) the history of education for students with hearing loss extends over a hundred and fifty years. These students have every right to music education classes and music instructors need to understand their unique learning differences and similarities to those of the average typical (mainstreamed) student to ensure these students have a successful and comprehensive learning experience. Despite this, there are still plenty of roadblocks, one of which may be some music instructor’s lack of effective practices and methods to successfully teach to the student’s more unique needs. Alice Ann-Darrow is a Music Education and Music Therapy Professor at Florida State University. Darrow’s article “Students with Hearing Losses” focuses not only on the importance of music education for these students but it is also a summarized guide of teaching suggestions containing integral information for the unique way these students learn.

Many schools around the country are cutting their music program because of budget cuts in their counties. The arts for some reason are always the first to be cut; apparently the school doesn’t think they are essential to their students learning. Schools try to focus on the more important academic classes because of the high testing standards they must now meet. (Nesoff 2003) This is not just happening in poor school districts it is happening in large districts across the country including magnet schools for the arts: “When Albert Margolis and his wife attended the final music program for their son's kindergarten class in May, they were shocked when a teacher stood up after the performance and announced that the music program was cut indefinitely…Bathgate Elementary School in Mission Viejo in California's affluent Orange County, is a magnet school for the arts…” (Nesoff 2003) When magnet schools for the arts start cutting music you know there is a problem. The problem is the schools do not know the importance of music and the arts and how necessary they are for children to grow and become cultured in our society.
