Mediocrity of Teacher Recruitment
Some teachers are better than others. This is a simple and, I hope, obvious fact. But the culture of American schools is not friendly to it. Particularly in our hiring of public school teachers, we tend to avoid notions of serious discernment, of picking the very best in our society to become our teachers, and we accept that the most talented of our young people will gravitate to other fields. Overcoming this acceptance of mediocrity in teacher recruitment and retention represents the greatest opportunity to bring a quantum improvement to our schools.
To focus on the elite among new teaching recruits as a matter of method is, in fact, the radically democratic way to give our society's most valuable resources to our poorest and neediest children. That simple fact should trump any concerns about the ill effects of meritocracy on job applicants. The work of educators is to educate young people. So long as we have the courage to make the very best possible experience for those young people our highest goal, we must attend to fairness for teachers only after we have attended to excellence for our students. And we have yet to do that right. Today, the best teachers in many schools are in a way the dissidents, the people who stand out, who attract criticism as well as praise for being remarkable educators, and they resist a strong pull toward mediocrity in the professional culture of too many schools.
We must recognize that this is a problem, and we must fix it. The solution is not difficult to imagine. New teachers must come to know that there is an early-career, merit-based threshold to cross, similar to what doctors, lawyers, and many business professionals face in their first few years of professional work. If we can make this a reality, the most talented and most effective among them will be able to earn their place in a truly elite, dedicated corps of teachers. We will keep the very best of the new teacher recruits, and we'll attract large numbers of people in other professions who today don't sign on to become teachers because they believe that American schools haven't fostered a culture of achievement and haven't been able to make the profession of teacher as respected or respectable as many other professions.

...s job security. A district that wants to fire a tenured teacher must typically undergo a lengthy process of hearings and appeals. One purpose of tenure laws is to protect teachers from being dismissed because of political or personal views. Opponents, however, argue that tenure makes it difficult for districts to fire unqualified teachers.
On a similar front, several studies are also now being conducted to examine ways to dramatically overhaul the entire teacher-compensation system--not just change a bit of it here or there.
Undeniably, much remains to be done. A major report issued in September by the National Commission on Teaching and America's Future offered a scathing indictment of current practices, including inadequate teacher education, bureaucratic hiring procedures, and the placement of unqualified teachers in classrooms.
The report set the price tag for remedying these problems within a decade at nearly $5 billion a year in new federal, state, and local money which should be spent on upgrading teacher education, subsidizing people to teach in high-need fields and locations, reforming the licensing and induction process, and better professional development.
This problem goes much deeper than Prince George’s County, uncertified teacher are being allowed into the classroom all over the country and have been for the last couple of decades, mainly due to teacher shortages. By definition "a qualified teacher is expected to have a broad background of general education as well as professional preparation."(Teacher) it has never been considered satisfactory for a student to complete on 60% of material taught, why should it be different for teachers? In the early 1980s during a teacher shortage graduates of teacher education programs had lower levels of academic achievement than most college graduates and were still allowed to teach. In 1991-92, 16,000 teachers nationwide were uncertified. Currently, 37 of 39 states employ waivers, which allow failing teachers into classrooms.
Salary schedules for public school teachers are almost a common feature in public school districts. These schedules largely determine the salaries for the teachers. A single district schedule sets the pay for hundreds of thousands of teachers in thousands of schools (Besharov 1). The key factor that influences the pay for the teachers in the salary schedules include experience in terms of years and the total number of graduate course works that a teacher has completed. This paper will look at the cons and pros of the salary schedules in terms of an economic point of view.
An outstanding educator possesses unique qualities that set him or her apart from others in the field. Ask any student about a favorite teacher and listen intently as he or she describes that person with a smile. Plagiarism; noun, the practice of taking someone else's work and passing it off as one's own. (Merriam-Webster) When viewed simply as a definition in a dictionary plagiarism seems very black and white. However, is this really the case? Is it so easy to look at something and say with one hundred percent certainty that it is or is not completely original? Certainly as time goes on less and less things can be truly original as the chances of someone else having the same idea increases exponentially. Why are some things that adhere to the very definition above still not considered plagiarism? Is plagiarism truly a book definition or is it really a matter of perception?
Plagiarism is defined in the Encyclopedia Britannica Online as “the act of taking the writings of another person and passing them off as one's own”. In my own words I define it as the stealing of someone else’s literary work and taking credit for their writings. Sometimes it is done intentionally as an act of complete dishonesty. Someone may not want to exert the necessary effort required to research and write his or her own work. They assume it would be easier to just copy another author’s work. Another example of deliberate plagiarism is the buying or selling of papers, or hiring someone to write a paper. Most frequently, plagiarism occurs without the writer knowing that he or she is plagiarizing. Simply quoting an author without stating where the quote was taken from and citing the name of author is plagiarizing. If someone uses an authors style of writing and/ or word usage throughout his/her paper that is also considered plagiarism. Whether done intentionally or in error, plagiarism is a crime that can warrant serious penalties
The most important reason public schools provide an excellent education is that teachers are required to be highly qualified and suited for the job. When asked if public schools were a wise investment for the government Barnard answered,” Yes, not every parent [very few in fact] are trained and suited to educate students”” (Barnard). In particular, they must acquire and maintain a license to teach. In order to earn this teaching certification, they must demonstrate proficiency in all basic skills, study their subject area in depth, and learn effective techniques of instructing all kinds of learners. Plagiarism is a distinguished sounding word. One would almost think that it sounds like some lofty philosophical ideal named for the great Greek teacher Plagiarus, something to be aspired to. This is not so. Plagiarism is in fact a moral misdemeanor, and an academic felony. By definition, plagiarism is "a piece of writing that has been copied from someone else and is presented as being your own work." Socrates, Plato and Aristotle would have frowned on such a practice, and "Plagiarus" would have been kicked out of the academy. Such is the fate of many college students today.
When you hear the word plagiarism, what do you think it means? According to Google, plagiarism is “the practice of taking someone else's work or ideas and passing them off as one's own.” If I hadn’t quoted Google and cited them, that would have counted as plagiarism in itself! But that's just a blank definition, only telling you what it means, not necessarily how to avoid it. This is one reason why people plagiarize: some don't know that they are plagiarizing, when they actually are.
Effective teachers are inadequately rewarded in the United States. School districts, such as those in California, are just starting to implement merit pay. According to a study conducted by the National Center of Performance Incentives (NCPI), only about 500 school districts out of the 14,000 districts in the US implement merit pay for teachers. These numbers do not include private schools. Unfortunately, teachers, parents, and students hurt because many schools, private and public, base teacher pay on seniority and degrees rather than achievement and performance. Under such a system, novice teachers, are laid off during budget shortages. Moreover, with the current “single salary schedule” system, teachers are inadequately paid, especially when compared to other professions. Because the single salary schedule creates many issues, a solution needs to be proposed. Merit pay, a system based on performance, solves such issues. With this system, teacher performance outweighs teacher seniority. As a result, quality teachers will be rewarded adequately in terms of money and recognition. Outstanding teachers will no longer face unreasonable layoffs and will finally be paid more than their ineffective peers.
An infectious, virulent plague is ravaging the landscape of academia. It consumes young and old, male and female. The doctors won’t touch it for fear of ineffective results do to the rampant spread of “everyone has done it.” Plagiarism, as defined by the Austin Peay Woodard Library (2004), is “the act of using someone else's words, sentences, or ideas and passing them off as your own without giving credit by citing the original source.” While plagiarism isn’t actually a disease, its spread has been nothing short of pandemic. An infographic found at Schools.com lays out a telling revelation that over 75% of students admit to some form of plagiarism in their academic career. (Lynch, 2011) On the surface, it would appear that we may never find the cure to plagiarism, especially with the rise of universal access to information on the Internet. It is my position that this simply isn’t true; a prescription exists to eradicate the virus of plagiarism: 1) educate students early and often about the dangers of plagiarism; 2) identify and utilize a set of tools that aid the student in avoiding accidental plagiarism; and 3) encourage and reward students who strive for academic honesty.
Plagiarism has been present in society for longer than one might like to think. But what is even more upsetting is the fact that it is a recurring problem in innumerable school systems across the country. By definition, plagiarism is the “unacknowledged and inappropriate use of ideas and wording of another writer” and can be considered “a grave violation of academic integrity” (http://www.usc.edu/dept/LAS/writing/tools/plagiarism.html). This may seem slightly harsh, but it is indeed true. However, to put in layman’s terms, an act of fraud or deception is committed when someone plagiarizes, either from a textbook or the internet. And, as with every mistake, consequences arise that affect the individual greatly.
Plagiarism is taking someone else’s work or idea and using as a benefit by making it look like it has not been copied from some sort of source. Plagiarism can be done unintentionally or intentionally either way it is a serious crime especially in schools and universities because it is known to be a form of cheating.
In recent studies on plagiarism conducted on college students around the United States, the results came out quite shocking.[1]
