1. Update Since Last Meeting on March 21 – Norm
On April 19, the presentation sub-committee of the EOS Committee did a power point presentation on the proposed multi-function room project to two different groups of Board members. Nancy Perkins discussed the need for the project, including the outcomes from various community studies, and Property Manager Mark Sherman showed what the design of the building would look like, and discussed why Architect Bruce Celinski, Inc. Architecture Design and Planning was selected to do the project. He also expressed a need for start-up funds. The presentation was well-received.

The meeting was well-attended. The audience and Board were quite enthused over the presentation. At the end of the presentation, the Board passed unanimously a motion to hire Bruce Celinski’s firm to do a feasibility study, create a design, do drawings and determine an estimated cost. The Board divided the funding to the architect into two parts: $4,750 to do the feasibility and, if successful, $4,750 to do the design, drawings and cost estimate. If the project was deemed not feasible, then the cost would stop at $4,750.
On July 17, Merle Bruskin, Bill Stern, Norm Sherman and Lorraine Megdanis met with Bruce. Bruce said at the outset that the project was feasible, and also presented a design and drawing that basically met the requirements Mark had given him. The drawing was very professional. The VF group made several suggestions that Bruce found acceptable. At the conclusion of the meeting, Bruce said he would now create engineered drawings and get an estimated cost of the project. Merle explained it was placed there to provide more light. He said, if the committee doesn’t want the window, so that the wall would contain just one long mirror. Until the committee sees the final drawing, the decision to remove the window was tabled. Norm also pointed out that the architect was looking into appropriate flooring for a multi-purpose room. It needed to be strong enough to take very heavy people traffic. Norm said that the property manager was contacting Valencia Palms to get information on the flooring in their multi-purpose
Our current project, "The W.J. Bryan Primary Learning Center", under construction, is located a block away from the main building, to house a pre-k and eight kindergarten classes. In addition, an administrator, lead teacher, cafeteria, and complete office staff will staff the new center. Its doors are scheduled to open to staff, students, and parents in April, 1998.
The tower, designed by David Childs, will feature luxury residential units, an Equinox hotel, spa and fitness club, office space and retail on the ground floor.

The study on Mission Hall made recommendations for Block 33 and ZSFGH. Some of these improvements include: reintroducing private work spaces, replacing open office collaboration spaces with huddle rooms, and conducting another occupancy study after move-in.

Accurately forecasting the cost of projects is vital to the survival of any business or organization. Cost estimators develop the cost information that business owners or managers, professional design team members, and construction contractors need to make budgetary and feasibility determinations. From an Owner's perspective the cost estimate may be used to determine the project scope or whether the project should proceed. According to the U.S. Department of Labor there were about 198,000 cost estimators in 1994. That of which 58% work in the construction industry, 17% employed in manufacturing industries, and the remaining 25% elsewhere. From this we could conclude that a great deal of cost estimation lies in the construction industry, where multi-million dollar contracts are formed after a thorough cost estimation.

The physical- financial entity is a balance of two different components working towards the same common goal. Each one has their areas of focus and attributes to contribute to the project. If one has more influence than the other, an imbalance could occur and result in problems with the development and its success. The physical side must work with the architects, engineers, and construction team to create the schematic design and budget possibilities for the project in the predevelopment stage. This will include alternatives and rough preliminary designs. When the development moves over to the document development stage, they become responsible for the construction documents, budgeting, and schedules for the actual construction of the project. The financial side of the development involves the business side of the project. This is where the market and marketability studies will be conducted and various feasibility and investment analysis reports will be submitted. The financial entity of the development will continue to work through the predevelopment and document development stages to put forth the best suited analysis for the market, feasibility, and marketability studies.
