In this paper I will look at the issue of net neutrality and some of the ramifications of having net neutrality or not having net neutrality. I will first define what net neutrality is and why it has become such an issue in recent years. I will then provide brief arguments for and against net neutrality. I will then discuss why I believe that the argument in favour of net neutrality is the stronger argument and why I agree with it.

Lessig is saying that the ISPs should be limited to providing this service without access-tiering which would allow the ISPs to sell broadband space to the highest bidder and would tend to shut out new startups and smaller sites. Rather than eliminating the existing tier, which would remain the same, access tiering would provide a means for those willing to pay for premium access to their sites. This does not suggest that it would be in the interest of ISPs to block or restrict access to competitive sites of those paying for premium access tiering. While it may not block or restrict access to sites as Yoo suggests, I believe that access tiering would influence ISPs to make it more difficult to find competitive sites, burying deeper within searches etc. If the end-user does not know the site address, it might be more difficult to find these non premium sites through random
