Multicultural understanding is very important to law enforcement because members of minority and ethnic groups account for more than one-third of American. Scientists predict that members of minorities will make up a large part of the U.S population by year 2050. One of the most critical issues for the police in the last three decades is the tension and often hostile upright between the police and ethnic minority groups. In the past few decades, minorities’ representation has increased significantly in many U.S police departments. However, Hispanic-Americans, and other minorities are still underrepresented in U.S police departments.
Despite the growing diversity of the labor in law enforcement, several training programs have been developed
to address the issue of cultural diversity. The police will facilitate the raising awareness and understanding of the culture of different ethnic minorities. Law enforcement agencies can create more training program to help educate and prevent racial discrimination. According to Dempsey the law enforcement is actively searching, developing and implementing training programs related to staff as well as community outreach programs for minority communities to enhance intercultural understanding chemistry. It is believed that increasing the understanding of the cultures of the various ethnic minorities will facilitate improved relations with them.
The Baltimore City police have faced a myriad of problems in the last year. The riots following the Freddie Gray arrest were reported around the country and created a situation where the Governor was forced to call in the National Guard to protect the city. Community leaders report that African American’s are stopped, searched and arrested at a far greater number than Caucasian’s. The Baltimore city police are at an impasse with the community at this time, it is up to the city leaders and the police officials to come up with some real solutions to the issues that can no longer be ignored.

Some cities have a deep and bitter history of bias and prejudice interwoven in their past relationships. The feeling in many communities today is that the system pits law enforcement as an occupying army versus the neighborhood. The influence of higher education on police officer habits would surprise many according to Matthew D. Bostrom, D.P.A of the Saint Paul Police Department in “Police Chief Magazine-The Professional Voice of Law Enforcement”. Although a degree is required for some agencies and considered ideal for any person looking to join the law enforcement field, surveys show otherwise says Bostrom. According to a study conducted in St. Paul, Minnesota there were more on-duty vehicle collisions by officers with formal education beyond high school than those who only obtained a high school diploma. The article also shows figures indicating more disciplinary actions towards officers with college degrees and a significant difference in those of officers with high school diplomas only. The measurements of work habits shown indicate that perhaps a college degree in general is not necessary to be an effective police officer. Traffic Officer James Dunn of the California Highway Patrol in an interview said, “a degree can be beneficial, but some people are very eloquent and knowledgeable even without attending college-a person can learn the specific duties of any job, but college does not teach you the responsibilities of being a police officer. Our society has become one that is very diverse. Law enforcement agencies (local, state, and federal) for our changing society need to include an increase representation of women and minorities, definite improvement in leadership skills, and to strengthen community policing. These are all issues of great importance, which are no longer going to be pushed aside.
The US Justice Department statistics 2003 and onwards demonstrates significant disproportion in the incarceration rate of minority African American and Hispanic men between the ages of 25 and 29 years as compared to the rate associated with White men of the same age. Bell (2007), proposes that as minority groups grow in numbers within the dominant group they will experience greater equality. However, rate of incarceration among minority males remains alarmingly high and as compared to their White counterparts. As with health care there are racial disparities that will influence outcomes when an individual is brought before the criminal courts. Additionally, there is significant correlation between a person’s level of education and the likelihood of his involvement in criminal activities. Studies and statistics have shown that among male high school dropouts there is high incidence of unemployment, low income and rate of illicit drug use as compared to men with degrees from four year colleges. Further to this, although the rate of school dropout and even arrest is not significantly different across the race lines, literature alludes that African American men have a higher rate of conviction for the same crime committed.

Some people think that the police are targeting minorities, because there is more police activity around minorities; however, police officers are not targeting minorities. Accordingly, one reason people might think minorities might be being targeted are because of the color different races of the individual and the police officer. Based off recent events the public believes that if the police officer and the suspect have different color of skin, the officer is targeting that suspect. However; the literature does not agree, “In addition, officers’ race and racial interaction effects between officers’ being white and arrestees’ being non-white did not produce a significant relationship” (Lee Jang, Yun, Lim, & Tushaus 2010). The police are not looking at the suspect’s skin color before the officer justifies the arrest, police judge the arrest justified if there is probable cause that the suspect broke the law. Police officers look for criminal activity, and people who match the description of a criminal, but the police do not just go after people of an opposite race. Additionally, people believe that the police use more force around people of color because those individuals are being targeted. “Police officers use deadly force when they believe they have no choice in order to preserve human life, their own or that of other citizens… Police officers characteristically restrain their use of force with citizens, sometimes at the cost of their own safety. However, certain types of attitudes, personalities, and job experiences may make some officers more prone to use force in police-citizen” the types of attitudes are common in minorities (Miller, 2015). This connects to the issue of community policing and the representation of minorities in the police workforce. Community policing is trying to be increased for the people to feel more safe and secure. This leads to having more minority police officers because as stated in the presentations today Chicago is made up of 68% minorities, but 51% in the police force are whites. Minorities feel scared when approached by a white police officer and this is an issue people are trying to diminish. The police officers ask right away where they are headed, and the tension is felt between the police officers and Escobar’s family.
