Local police departments have long been accused of profiling Hispanic and other minorities in law enforcement activities, including random traffic stop and illegal searches. Critics fear that immigration enforcement by state and local authorities will lead to increase of racism. Many Americans have shown concerns with the implementation of racist discrimination of the U.S immigration laws by state police agencies and local authorities. One of the most critical issues for the police in the last three decades is the tension, and often hostile upright, between the police and ethnic minority group. In the past few decades, minority representation has increased significantly in the U.S police departments. Despite the growing diversity of the labor force of law enforcement will facilitate raising awareness and understanding of the culture with different ethnic minorities, law enforcement can make other efforts.
Several training programs have been developed to address the issue of cultural diversity. According to Dempsey the law enforcement is actively searching, developing and implementing training programs related to staff as well as community outreach programs for minority communities to enhance intercultural understanding chemistry. Research from Hanser and Gomila (2015) revealed that most minority groups “live in lower-class neighborhoods in large urban centers where the greatest concentration of law enforcement officers exists” (p. 340). In the United States of America today, racial profiling is a deeply troubling national problem. Many people, usually minorities, experience it every day, as they suffer the humiliation of being stopped by police while driving, flying, or even walking for no other reason than their color, religion, or ethnicity. Racial profiling is a law enforcement practice steeped in racial stereotypes and different assumptions about the inclination of African-American, Latino, Asian, Native American or Arab people to commit particular types of crimes. The idea that people stay silent because they live in fear of being judged based on their race, allows racial profiling to live on.
The judicial system in America has always endured much skepticism as to whether or not there is racial profiling amongst arrests. The stop and frisk policy of the NYPD has caused much controversy and publicity since being applied because of the clear racial disparity in stops. Now the question remains; Are cops being racially biased when choosing whom to stop or are they just targeting “high crime” neighborhoods, thus choosing minorities by default? This paper will examine the history behind stop and frisk policies. Along with referenced facts about the Stop and Frisk Policy, this paper will include and discuss methods and findings of my own personal field research.
The factor of racial profiling comes into play as federal grant programs award police for rounding up as many people as possible. This very tactic was demonstrated by the CompStat system in New York City and further expounded by Victor M. Rios’s analysis of the themes over-policing and under-policing. These themes focus on how officers, police certain kinds of deviance and crime such as, loitering, or disturbing the peace, while neglecting other instances when their help is needed . Rios also stresses how the accumulation of minor citations like the ones previously mentioned, play a crucial role in pipelining Black and Latino young males deeper into the criminal justice system. Rios implies that in order to decrease the chances with police interaction one must not physically appear in a way that catches the attention of a police or do anything behavior wise that would lead to someone labeling you as deviant . Unfortunately, over-policing has made it difficult even for those who actually do abide by social norms because even then, they have been victims of criminalization . However, since structural incentives like those that mimic CompStat are in place, police simply ignore constitutional rules and are able to get away with racial profiling, and thus interrogate, and search whomever they please. Since these targeted minorities acknowledge the fact that the police are not always present to enforce the law, they in turn learn strategies in order to protect themselves from violence that surrounds them. Young African American Americans and Latino youth thus become socialized in the “code of the street”, as the criminal justice system possesses no value in their
law enforcement agencies. The underrepresentation of Asian-American officers will affect how the Asian community view law enforcement in terms of building credibility and improving community relations (Dempsey & Frost, 2015). As previously stated, the cause of such underrepresentation is due to the fact that law enforcement agencies do not understand the cultural and historical distrust, which Asian immigrants have with law enforcement back in their native countries and here in the United States (Zhao et al., 2013). Underrepresentation of Asian police officers will create conflicts between police and Asian communities (White et al., 2010). The US Justice Department statistics 2003 and onwards demonstrates significant disproportion in the incarceration rate of minority African American and Hispanic men between the ages of 25 and 29 years as compared to the rate associated with White men of the same age. Bell (2007), proposes that as minority groups grow in numbers within the dominant group they will experience greater equality. However, rate of incarceration among minority males remains alarmingly high and as compared to their White counterparts. As with health care there are racial disparities that will influence outcomes when an individual is brought before the criminal courts. Additionally, there is significant correlation between a person’s level of education and the likelihood of his involvement in criminal activities. Studies and statistics have shown that among male high school dropouts there is high incidence of unemployment, low income and rate of illicit drug use as compared to men with degrees from four year colleges. Further to this, although the rate of school dropout and even arrest is not significantly different across the race lines, literature alludes that African American men have a higher rate of conviction for the same crime committed.
One of the most controversial issues today is the act of racial profiling. The most common form is direct, meaning victims are directly profiled, usually by the police. In this form, individual officers act on racial stereotypes against racial minorities, especially African Americans. Recent studies in New Jersey and Illinois have confirmed that minorities are disproportionately targeted by police officers, although minorities are almost helpless in reporting ‘color of law’ attacks. It is their word against a legal official and, in most cases, the minority victim does not receive justification because the officers are cleared of charges. Out of nearly 10,000 color of law complaints received each year by the Department of Justice, only about thirty police officers are actually prosecuted. According to a June 1999 study done by the American Civil Liberties Union, many states have denied that racial profiling occurs despite overwhelming evidence supporting it. The public wants to believe that police officers are doing their jobs righteously by protecting and serving; however, according to the study, most Americans can recognize the difference between racism and assertive, effective policing.

The New Zealand Police is the lead agency responsible for helping the community to decrease or reduce crime, corruption and improve the responsibility of safety and protection in New Zealand. There is a need to make changes to the police culture in order to improve the performance of their organisation. However there are three fundamental errors that need to be addressed which will be discussed in this essay. Firstly, there is a lack of an established sense of urgency which has the potential to jeopardize the future of the organization. Secondly is, not creating a powerful enough guiding coalition which means there is a lack of communication which resulted in an absence of leadership and teamwork from frontline staff to national headquarters. Finally, an undercommunicating the vision by a factor of ten that organisation leader needs to communicate visions and strategies. These three errors are relevant as they are pivotal in the implementation of a managing change programme. Recommendations are also provided to improve on how the New Zealand Police can be enhanced within a management perspective.
