A few months ago I watched a movie called Gattaca, which dealt with the issue of genetic discrimination in the near future. In the movie, people were separated into two classes, those that were genetically screened and positively altered before birth and the class that was unaltered. The separate classes had stark divisions, from what jobs that you were able to apply for to where you could eat. Security was aimed at keeping unaltered people away from the enhanced people. Knowledge about who and what you are was done by "instant" genetic genotyping that tells anyone everything that they want to know about a person’s genome from a small sample of blood or a hair strand. The hero of the movie "cheats" the system and achieves his dream of space flight with the help of a crippled genetically altered man, using his hair and blood samples.
Although this movie was a work of fiction, it brought several ideas and issues to mind. Will it be possible for genetic discrimination in the future? Will people be divided into groups that are based on their genetic background? A short trip to the library computer lab to check on sources for this paper led me to believe that fiction could in part become real, especially when dealing with health insurance coverage and heritable diseases.
I will begin by clearing up some misconceptions and explaining some of the current shortcomings of DNA testing. It is not possible to completely genotype a person "instantly" as in the movie. Guidelines like these need to be formed into a federal law that people can pass in one way or another so that we can be protected from the various forms of discrimination that is possible with this kind of information. The public should be aware of what could happen if this kind of information could become public knowledge, and of the opportunities that the knowledge brings. There is no doubt that the information from genetic analysis is going to help a lot of people with all sorts of problems live longer and healthier lives. The only problem is that we have to keep the information in the hands of those who need it, and out of the hands of those who would use the information to profit or discriminate.

The more we know about genetics and the building blocks of life the closer we get to being capable of cloning a human. The study of chromosomes and DNA strains has been going on for years. In 1990, the Unites States Government founded the Human Genome Project (HGP). This program was to research and study the estimated 80,000 human genes and determine the sequences of 3 billion DNA molecules. Knowing and being able to examine each sequence could change how humans respond to diseases, viruses, and toxins common to everyday life. With the technology of today the HGP expects to have a blueprint of all human DNA sequences by the spring of 2000. This accomplishment, even though not cloning, presents other new issues for individuals and society. For this reason the Ethical, Legal, and Social Implications (ELSI) was brought in to identify and address these issues. They operate to secure the individuals rights to those who contribute DNA samples for studies. The ELSI, being the biggest bioethics program, has to decide on important factors when an individual’s personal DNA is calculated. Such factors would include; who would have access to the information, who controls and protects the information and when to use it? Along with these concerns, the ESLI tries to prepare for the estimated impacts that genetic advances could be responsible for in the near future. The availability of such information is becoming to broad and one needs to be concerned where society is going with it.

Firstly, a concerning issues related with the enhancement of characteristics through genetic means is discrimination in society. The text “Flowers for Algernon” epitomizes discrimination, where the protagonist Charlie Gordon undergoes a revolutionary change from his mental disability to a genius through an experimental surgery. Following the experiment, his intelligence escalates to a degree such that he progressively becomes isolated from the rest of society. Furthermore, Gordon explains his new intelligence to have “driven a wedge between [him] and all the people [he] once knew and loved” and expresses that “people don’t talk to [him] anymore and it makes [his] job lonely” (insert reference). The OSH Act gave OSHA the authority to come into work places and inspect facilities for health and safety risks. Due to shortages in personnel, OSHA inspects accidents and safety complaints that are filed, and those facilities that have a high volume of accident rates. If an individual state has an approved safety and health enforcement plan, than they may be exempt from yearly inspections by OSHA and have their own state personnel conduct the inspections. The Act sets a maximum penalty for safety and health violations, but OSHA has the authority to calculate fines. If an industry objects to the citation or fines, they can go before the Occupational Safety and Health Review Commission. OSHA has been criticized on both ends, by industries for being too strict, and by unions for not being strict enough. In the 1980s, OSHA had instituted a policy that would exempt some workplaces from a complete inspection if they had a lower than average injury rate. However, that policy was abandoned when an employee died from a workplace that OSHA had not fully inspected. The chip reveals specific information about the individuals’ health and genetic makeup (Richmond & Germov 2009).The technology has been described as a milestone by many in that it facilitates research, screening, and treatment of genetic conditions. However, there have been fears that the technology permits a reduction in privacy when the information is disclosed. Many argue that genetic information can also be used unfairly to discriminate against or stigmatize individuals (Willis 2009).

Although genetic tests for certain diseases have been available for 15 years (Ridley, 1999), the completion of the Human Genome Project will certainly lead to an exponential increase in the number of genetic tests available. Therefore, before genetic testing becomes a routine part of a visit to a doctor's office, the two main questions at the heart of the controversy surrounding genetic testing must be addressed: When should genetic testing be used? And who should have access to the results of genetic tests? As I intend to show, genetic tests should only be used for treatable diseases, and individuals should have the freedom to decide who has access to their test results.
