The Norwegian Refugee Council or NRC is a humanitarian non-governed and non-profit agency that works to provide assistance, protection, and support to refugees or people whom are displaced worldwide. This organization was originally called Aid to Europe to assist the refugees around Europe after World War 2. They help people whom have been forced to flee from their homes. They help people who have a need to be internationally protected and haven’t had their needs met. There are upwards of 13 million people have been displaced due to the result of the conflicts in Syria and Iraq. Currently the NRC is providing assistance in the form of shelter, education, water, and legal help to more than one and a half million people in the Middle East. The people in Syria do not have adequate running water or sewage system. This causes them to receive clean water, nor for waste to be removed from their homes. NCR has assisted them with the repair of water and their sanitation infrastructure. Children displaced from the conflicts haven’t been receiving education. The NCR has helped to rebuild schools and community centers so students can continue learning. In Iraq during the winter it gets very cold between 30 and 40 degrees and sometimes a slight freeze. The NRC upgrades an existing property ‘which is owned by the Lebanese families’ whom provide shelter to the Syrian people's rent free for 12 months. Lebanon has the highest amount of refugees in the world with a population of around 4.2 million. Refugee Resettlement is a collaborative process between countries, international organizations and non governmental organizations (NGOs) that give refugees the chance to start a new life in a stable country. (Miliband, 2016) The UNHRC is the international body that serves as a gateway to resettlement while receiving nations maintain their own security, vetting and resettlement processes. No country is legally obliged to resettle refugees, therefore there are only a limited number of countries that offer refugee resettlement and between these countries, there is significant variation in resettlement policies. SUMMARY: The Syrian Civil War between the Syrian government, and the insurgents, as well as the Free Syrian Army has been escalating since early 2011. The United States, and our allies have faced difficulty in sending aid to Syria, and continue to deal with obstacles in sending even basic medications to Syrian civilians. However, the United States and its allies have also contributed to the lack of organization and the disparity in Syria by sending aid and artillery to individuals based only on political connection, and ignoring organization, local alliances, and without a true understanding of the reality of the Syrian localities to best protect the Syrian protestors. The question addressed in this memo will be defining the viable options to be pursued in Syria, how to pursue them, and assessing the most beneficial path of least resistance when offering aid, funds, and artillery to specific groups in the country. The recommendation will be that although the best alternative action item would be to choose a Syrian group with the least oppositional values comparative to the United States to fund, supply with arms, and train; that the United States should do nothing for the time being. Given the physical and financial risk involved with the Syrian Civil War, it would be prudent for the United States to simply observe how the war progresses over the next several months, as well as complete some research to truly understand the state of affairs in local areas of Syria to determine the extent to which the United States could identify a group to provide aid to, as well as the extent to which the United States involvement would be within Syria.

The positive thing out of this is that Syria now has more room for Syrians with the Palestinians retreating back out of Syria although it came with a big price with the death of 200,000 people which is easily the negative cause out of his conflict. Because of the three million people that have fled Syria, other countries including Lebanon, Jordan, and Turkey, have had a hard time dealing with border control and people rushing into their country. A refugee is defined as an individual who has been forced to leave their country due to political or religious reasons, or due to a threat of war or violence. There were 19.5 million refugees worldwide at the end of 2014, 14.4 million under the mandate of the United Nations High Commissioner for Refugees (UNHCR), around 2.9 million more than in 2013. The other 5.1 million Palestinian refugees are registered with the United Nations Relief and Works Agency (UNRWA). With the displacement of so many people, it is difficult to find countries willing to accept all the refugees. There are over 125 different countries that currently host refugees, and with this commitment comes the responsibility of ensuring these refugees have access to the basic requirements of life: a place to live, food to eat, and a form of employment or access to education.
Many people believe it is not a good idea to improve refugee camps because refugees in particular do not reside in the camp for a long period. The local government misplaces the resources sent by UNHCR (United Nations of High Commissioner for Refugees); however, doing so will benefit both refugees and natives who live near the camps. We are facing a refugee crisis of a magnitude that has not been seen since world war two, presenting the world with countless challenges and a dichotomy of decisions. Images of Syrians fleeing their homes and taking treacherous journeys in search of safety in Europe have dominated the news, as levels of global displacement have escalated. The United Nations High Commission for Refugees has estimated that 1 in every 113 people globally are now either, asylum-seekers, internally displaced people or refugees, facing the challenges of starvation, abduction, violence and obtaining admission into a protected country.
