100 years In 1916 the national defense act created JROTC. Under the provisions of the act, high schools were authorized the loan of federal military equipment and the assignment of active duty military personnel as instructors.

This law was drafted by James Hay, he was the chairman of the House Committee on military affairs. The law provided for a four-fold expansion of the National Guard and mandated that the term ‘National Guard’ be used to refer to the combined network of states' militias which became the primary reserve force for the U.S. Army.

The Act also allowed President Woodrow Wilson to establish the Council of National Defense on August 24, 1916. The council consisted of the Secretaries of War, Navy, Labor, Agriculture, Interior and Commerce and was responsible for investigating and advising the president on the strategic placement of industrial goods and services for potential and future use in times of war. Throughout my experience with JROTC, one of my skills have definitely increased in some areas. One of these areas is time management. Time management is important because it helps you manage your time from work, to school, and to your personal life. I think I increased my time management from making goals on when I am going to do something. An example is, when I have homework due but I have to do chores or something else, I put aside things that aren’t important. Whenever something comes up unexpected, I mentally put a plan in my head that tells me what time I should finish things and start things. From just starting out with only 6 units in 1916, JROTC has grown up to 1,645 schools today, with at least one JROTC program in every state, and have even expanded to American schools overseas.
