The execution of fusion centers is to serve as a pivotal point within all state and local agencies to conduct, analysis, gather and share vital information pertaining to any threats pose against the United States. This important information is also shared between the federal government, local, state, tribal and public and private sectors. These centers are usually located in metropolitan areas all over the county. Fusion centers are exclusively designed to empower first responders, law enforcement, communities, public and private sectors to be educated and trained to understand the importance of sharing national intelligence. This research will focus on the strength and weakness, how to apprise and manage The Department of Homeland Security, …show more content…
These measures which has been implemented has strengthen the capability of all fusion centers to keep all key players abreast of important and significant intelligence information that can secure our country
Weaknesses
Terrorist has become more advance in utilizing technology and technique in committing heinous crimes. On the other hand, fusion centers are experience weakness in this area. Information technology systems do not fully support information sharing between DHS and state and local fusion centers (Use of Technology in Intelligence Fusion Center, 2007). Collaborating between agencies and sharing information is significant and should be done in a timely. Receiving information through emails is unacceptable, information sharing databases should be up utilizing advance technology. Terrorist, are not only advance in technology they are well educated and have some knowledge of the flow of

System innovations
Fusion centers all across the country has set the bar by establishing and executing their mission relating to information sharing. System innovations can be utilized by linking state and local law enforcement, homeland security, and public safety entities to each other and the federal government (The Police Chief Rethinking the Purpose of Fusion Center. (2014).This will create a unified command present and most importantly, information will be received at the same time which will effect a quick response to terrorist activity.
Protocol Innovations
Protocol are standards and guidelines that have been implemented to make sure that the flow of communication and decisions are made rapidly and effectively on the need to know basic. Fusion center protocol innovation can better manage DHS by implementing policies and procedures based upon leadership and individual’s clearance (A Blue Print for Homeland Security Information Sharing, 2014). When protocol innovations is established DHS and the fusion center mission will be accomplished by notifying the right agency in time to diffuse any given
HSPD-5 is shortened for Homeland Security Presidential Directive 5. This directive states that the United States should be able to operate under a singular national incident management system. Its’ objectives ensure “… that all levels of government have the capability to work effeciently and effectively together…coordination with private and non-governmental sectors for adequete planning, equipment, training, and exercise activitites and to promote partnerships…the gathering of appropriate information and providing it to the public, the private sector, State and local authorities, Federal departments and agencies…” ( Weekly Compilation of Presidential Documents, 2003).
Introduction Fusion centers are easily described by their names. They are a collaboration between several different agencies that combine to form one united Criminal Justice front against terrorism. All agencies, such as the FBI, Department of Homeland Security (DHS) and local police, work together to analyze and gather potential information on threats and possible terrorist attacks against the United States. They also serve as a sort of hub to pass out information needed to other agencies. The creation of Fusion Centers helps make local law enforcement more capable in responding to and fighting terror threats.
The Department of Homeland Security faces challenges of failure to coordinate and cooperate in the latest fight against computer crimes as well as more general intelligence-gathering operations. (...
The general topic for this literature review will be an examination of the Department of Defense and the National Guard in terms of Homeland Security. The areas of Homeland Defense and Civil Support will be primary subsections of Homeland Security which will be reviewed. For purposes of defining a time period none of the literature reviewed will be prior to September 11, 2001. The reasoning for this being to examine Homeland Defense using literature pertaining to 9/11 and the Boston Marathon Bombing, and Civil Support using literature pertaining to Hurricane Katrina.
With the government’s fear of another 9/11, preventing this from reoccurring is very crucial to the United States politicians and so through the use of modern technology, they are willing an...
The United States has endured numerous security breaches and high security threats over the past two decades. After the attacks on 9/11, the office of Intelligence became a vital source in retrieving sensitive data and tracking down potential terrorists and their networks which could pose a threat to the American people and then forwarding that vital information to the Department of Homeland Security and other government agencies. Intelligence became a key role in “assessing threats to critical American infrastructures, bio-and nuclear terrorism, pandemic diseases, threats to the borders to the nation, and radicalization within American society” (Randol, 2009, p. 7). The sharing of homeland security intelligence has become a precedence for Congress and the government. Our nation must be one step ahead of any potential terrorists that want to harm our turf. Within this text the capabilities and limitations of both domestic and foreign intelligence in supporting homeland security efforts will be explained;
I agree with the thesis because, by the Suspicious Activity Report we can stop crime before it happens and we can also stop a terrorist plot. We can catch the people who are planning to do bad stuff and stop them from doing any harm and save possibly lots of lives. "The law enforcements and Homeland Security give information to each other to better protect there community and stop terrorist attacks." (Homeland Security) What the NSI, Law Enforcement, and all the other agencies are doing are giving each other information. The information they are giving each other are information on all the Suspicious Activitys happening in certain areas and what this individual or group of people are doing. By doing this they can send the information to the fushion center and then they can keep an eye on this individual or group of people. The fushion center is the key to everything when a Suspicious Activity is reported. All suspicious activity is sent to the fushion center to further investigate the situation. Then they can keep a eye on this person or group of people and if they try to do something dangorus such as, killing people, blowing stuff up, chemical warfare,etc.. they can stop it befo...
Fusion centers were created under President George W. Bush after the terrorist attack on the World Trade Center in New York on September 11, 2001. The objective of the fusion centers was to form a collaborative partnership between varied representatives of the local, state, and federal government along with participants of diverse disciplines according to Arena & Arrigo (2005).The mission of the members was to gather, analyze, and share critical information relating to terrorist threat that came into the fusion centers ( Carter, 2004). The centers informed law enforcement agencies of potential terrorist threats, which could significantly impact infrastructures around the world states Johnson & Dorn (2008). Currently,
The term “cyber terrorism” refers to the use of the Internet as a medium in which an attack can be launched such as hacking into electrical grids, security systems, and vital information networks. Over the past four decades, cyber terrorists have been using the Internet as an advanced communication tool in which to quickly spread and organize their members and resources. For instance, by using the instantaneous spread of information provided by the Internet, several terrorist’s groups have been able to quickly share information, coordinate attacks, spread propaganda, raise funds, and find new recruits for their cause. Instantaneous and unpredictable, the technological advantages these terrorists have obtained from using the Internet includes
The TIB/MIBs must be able to support and direct the intelligence collaboration, with both regionally aligned forces and expeditionary elements such as the global reaction force (GRF). This is a new concept and in FY11, this new type of remote intelligence support was still being charted for the TIB/MIB. Intelligence commanders in coordination with both parent and supported commands began looking for the most efficient employment of the Intelligence Enterprise to support rapid deployments of the GRF. The prospect of additional intelligence consumers outside of the Theater added to pressure on the TIB/MIBs to task organize to support. Previously, the TIB/MIBs had produced intelligence analysis for only one combatant command in theater and now, in some cases, have over a dozen consumers plus the global reaction force.
The future of America is definitely affected by terrorism and terrorism has benefited from the new technologies that aid and speed up communication around the world. Terrorists can use tactics that they know and manipulate advanced technologies such as the internet. These technological advantages have certainly improved the capabilities of terrorist groups to plan and accomplish their operations. It also offers these terrorists the ability to affect communities faster and much more intensely than earlier terrorists. In order to reduce America's vulnerability to terrorism, in regards to their threats, strategies and tactics, when dealing with the internet, a complete understanding of the nature of America’s enemies is necessary.
The U.S. Police Departments needed a more efficient way to share information across the geographic locations to help prevent and response to crimes faster. After the 9/11, fusion center, enhance their security operations to collect better intelligence. The fusion centers are regional and very efficient when it comes to delivering information to local governments. Bart Johnson started as a law enforcement 32 years ago and seen many changes, which occurred in the fusion center for police department. According to (Roberts, 2011), Johnson says “With better intelligence, you can focus resources where they are needed most,” (para. 3).
Formal communication is the backbone of the organization from the Regional Control Center were 999 calls are received and relayed to the firefighters on the ground, the Health and Safety Department, the Policy Unit, Human Resource Department or the Service Training School were students are trained.
Terrorism is a growing threat in modern times. Ultimately all activities need co-ordination and such co-ordination is facilitated by communication. Terrorist activities need communication as well as any other activity. In order to avoid getting traced, such communication can be done over secure lines on open public networks or hacked private networks.
The Industrial Revolution sparked a need for large sources of energy. Human and animal labor could not provide the power necessary to power industrial machinery, railroads, and ships. The steam engine and later the internal combustion engine provided the bulk of the energy required by the industrial age. Today most nations are still heavily reliant on energy that comes from combustion. Usually coal, petrolium, and natural gas are used. Some hydroelectric, wind power, and nuclear fission sources are used, but in the US they accounted for less than 20% of the total energy consumption in 1997 (1). Many experts are worried that natural resources such as coal and petrolium are being depleted faster than they are being replenished, which could result in an energy crisis. Nuclear fission produces highly radioactive waste that is expensive to dispose of properly. Nuclear fusion reactors would produce much less radioactive waste and would be more efficient than nuclear fission, but to date there have been no nuclear fusion reactors that have generated usable energy output. Why is fusion power, which could be very beneficial, so hard to come by?
