Introduction Fusion centers are easily described by their name. They are a collaboration between several different agencies that combine to form one united Criminal Justice front against terrorism. All agencies, such as the FBI, Department of Homeland Security(DHS) and local police work together by analyzing and gathering potential information on threats and possible terrorist attacks against the United States. They also serve as a sort of hub to pass out information needed to other agencies. The making of Fusion Centers help make local law enforcements more capable in responding and fighting terror threats. The Beginning The Fusion Centers started in New York in 2002 under the direction of Raymond Kelly. He used the abilities of technology to help combat terrorism, founding the need for Fusion Centers. With a cost of over eleven million dollars, the Real Time Crime Center(RTCC) in New York goes through millions of complaints, arrest records, and 911 calls that go back ten years in order to give the NYPD officers the possible information to stop or investigate terror threats or attacks. They distribute this information to all their and surrounding agencies that they collaborate with. After the attack on 9/11 against the United States, these agencies have become more important and available. In order to transform a local police agency into an intelligence-led organization, they go through several steps. The first, after strict training and funding is to task and coordination processes. A Joint Terrorism Task Force, or JTTF, is an anti-terrorist program formed by various law enforcement agencies that include: Federal Bureau of Investigation, Department of Homeland Security, U.S Coast Guard Investigative Service, U.S Immigration and Customs Enforcement, U.S Customs and Border Protection, the Transportation and Security Administration, U.S Secret Service, Department of State Diplomatic Security Service, state and local law service, and specialized agencies such as the railroad police. The JTTF engage in surveillance, monitoring, and interrogations in their pursuits.

The Department of Homeland Security’s “2014 Quadrennial Homeland Security Review” reviews six strategic challenges that are believed to be at high risk within the United States. Quadrennial Homeland Security Review is required to be updated every four years as it discusses present and futures risks, threats and consequences. The six strategic challenges that were analyzed from 2014 to 2018 are terrorist threats, cyber threats, biological concerns, nuclear terrorism, transnational criminal organizations and natural hazards. Local communities, to include counties and cities, have their own specific process tailored to the threats, hazards and risk they may encounter. In this paper will talk about the Federal Bureau of Investigation agency. We’ll talk about internal structure within the department. We’ll go over the organizational mission and values, organizational culture and climate, organizational structure, organizational size and demographics, stakeholders, recruitment process, their job analysis, description, and compensation, hiring process, the level of discipline the department is allowed to enforce on an employee, as well as labor relations. Alongside the internal structure of the department, we’ll also talk about the outer structure of their working environment. Through its design, the National Incident Management System (NIMS) provides a mechanism for effective and efficient collaboration between federal, state, tribunal and local governments. This is particularly important for those state-level agencies as they work together to prevent, or manage, domestic incidents (“NIMS”, 2004). An integral part of the NIMS is the Incident Command System (ICS), which provides a system of critical interface between different responding agencies, or jurisdictions that are suddenly required to work together in order to respond to an incident (“NIMS”, 2004). While state governments are not required to participate in NIMS, upon review of the NISM and the ICS, it is clear that adoption of the NIMS, as well as the implementation of the ICS model, will greatly benefit state-level Homeland Security procedures for a variety of reasons. By participating in the NIMS, and adopting the ICS, state-level agencies will create a common communication and information management system, provide for efficient management of resources, and facilitate multi-agency coordination.
According to the reading the department is moving their focus on measures to prevent attacks. Some of the strategies that are being looked at can be from reorganization situating resources in places where it is needed most and where the threat is most likely to occur, intelligence gathering to include travel history, financial records and associations, internet searches these are all clues that are being used to identify and take out the threats. Law enforcements and military planners can also model this by doing the same thing for their cities, states and to include military bases. Planners at all level can look for vulnerabilities and identify risks and patterns the enemy can use to create serious harm or that can create serious harm and damage if a natural disaster should occur. Moreover planners at all levels should use the proactive approach, don’t wait till the threat to find out where your weaknesses are, knowing that the enemy can strike at any time is a good approach to not thinking that you might be immune, there are measures designed to protect our valued institutions. When reading about the different databases and how these systems do not link together in real time, this leads me to think that there is not a direct link with some states law enforcement databases and federal databases.
