Factors influencing development of Social housing and housing associations have been
from time immemorial very contentious from as far back as 1945.They are combinations
of unstoppable chain of events in the anal of housing history that have enhanced its development and likewise has effect on its turbulent past based on varieties of early traditions, class war, political policies and social changes in demography and population. It is full of impressive successes, sordid failures in missed opportunities and yet today full of new areas of development. While social housing could be defined as provision of subsidized homes by public sectors or registered social landlord, housing association itself is not-for-profit organization that provide such housing needs.
Post 1945 era would go down in history as the beginning of housing associations emergence from shady obscurity to a more refined and defined influence in the attainment of important role play in provision of housing. This could be termed in form of vacuum filling for local government and as equilibrium between public housing and private housing through government funding and stipulated regulations. In this essay I will be looking at these factors based on my finding through researched scholarly materials to date and to link this factors with present state of social housing and indeed housing associations most especially as they are set to be changed by present coalition government in form of finding ways that could make them more independent of the state body in terms of regulations while still housing members of public even more effectively.

The importance of social context in Land Law and the reforms which have occurred as a result cannot be ignored or their significance understated. In particular is the impact of the shift in the twentieth century to ‘emergence of a property owning, particularly a real-property-mortgaged-to-a-building-society-owning-democracy’. Such growth could hardly have been anticipated when the LPA 1925 was drafted and subsequently became statute. As a consequence of this growth the doctrine of the resulting trust and to a greater extent, the constructive trust became a robust mechanism by which non legal owners could establish beneficial interests in the home. Swadling comments on the ‘complete change in attitude’ between the emphasis on security of ownership of the home in Boland and the free marketability of land which we see in Flegg. He states ‘one wonders what has happened to the demands of social justice which justified their Lordships decision in 1980 (in Boland) over such a brief passage of time’. Did the House of Lords fail to resolve the very practical issue with which they were presented that had evolved over the passage of social change since the drafting of the 1925 legislation?
Britain is currently undergoing the biggest overhaul of the welfare system since its introduction. The welfare system was first established with the assurance that people less fortunate would be able to have a standard of living that would ensure equality. But the recent amendments brought into place by the current government’s legislations may see the biggest divide between rich and poor since the days of the work houses. How will claimants be affected and who will be affected the most is an issue that will be examined more closely. The current government believes that Britain has become a welfare dependant state and according to BBC news (2013) 2.49 million are currently unemployed; those who are unemployed will also have entitlement to housing benefit and council tax benefit. All claimants will be affected by what will be known as Universal Credits. Universal credits will combine all existing benefits in to one payment; the amount a household can claim in welfare will be capped, this new system could have a catastrophic impact on people’s lives. Furthermore the government does not believe that a person should have full housing benefit if the home in which they reside has extra bedrooms, so introduction of the Bedroom Tax was implemented April 2013. The National Housing Federation website has given a detailed description of who will be affected and the implications it may have on tenants. But already only three months in to the bedroom tax and it has been reported “more than fifty thousand people have fallen behind on their rent and face eviction” Independent (2013). Jackson highlights the steps taken by President Hoover’s Administration to avoid being forced into the creation of American public housing. He leads us through the fight to prevent public housing into Franklin D. Roosevelt’s presidency, where we get the Federal Housing Administration and the Veterans Administration. Jackson argues that these two administrations revolutionized home financing. At this point, Jackson shows us how prejudices and a perceived need for segregation influenced the Federal Housing Administration, which gives us the phenomena observed by Mohl in his articles. Further along in his article, and after a case study of St. Louis, Jackson makes the assumptions that the federal policies not only favored the suburbs, but also preferred neighborhoods given a “B” grade. He also claims that private lenders were influenced by the Federal Housing Administration. Moving on into the second half of his article, we see how public housing got its start. Jackson notes that while public housing was successful in providing affordable housing to poorer Americans, it was less than successful through the eyes of its supporters. In the end of 18th century to 19th century, more and more people began moving into developed cities. Especially in New York City, thousands of new immigrants were seeking a better life than the one they had before. Tenements were built as a way to accommodate this growing population, and the majority people who lived in tenements were working-class, cause back to that time most tenements were located near factories, tenements were highly concentrated in the poorest neighborhoods of the city. The United States’ government had always had a hand on our country’s housing market. From requiring land ownership to vote, to providing public housing to impoverished families, our government had become an irremovable part of the housing market. The effects of these housing policies can affect American residents in ways they might not even recognize.
