My son has been developmentally delayed since his birth in 2011. At age 3 we arranged to meet at the school to discuss options. The ESE department conducted a few tests this was difficult because he was non-verbal. Within a week, my husband and I sat down with a speech pathologist, two PreK teachers, and the ESE department director. This was the first time we were introduced to the Public Law 94-142 and the IDEA act that amended it to include children like my son. He was later officially diagnosed with Autism.
If this law were not passed my husband and myself could never afford to provide a special education for our youngest son. The school accepted our son when he was 3 and he was placed in a traditional voluntary pre-k classroom. The downside

Even with the negative and positive functions of No Child Left Behind, there are many areas that still need to ironed out. Under the Obama administration several states have received a waiver from No Child Left Behind, “with this waiver students will still be tested annually. But starting this fall, schools in those states will no longer face the same prescriptive actions spelled out under No Child Left Behind” (Feller & Hefling, 2012). Since 2007, the law has been up for review, but due to opponents of the law there has not been an agreement reached and the law continues to stress our schools and children out. We can only hope that when this law is reviewed and agreed upon that it really is in the best interest of our children and the nation as a whole.
While this report card focuses on how the NCLB act affects all subgroups in education, it is important to look at one group in particular; the special education students. I would argue that an education devoid of ethics and morals is detrimental to our society. To predict that 100% of students would be college-ready by this year is impossible. Some students will always need help- this is a simple statement that must be first understood before setting realistic goals. Additionally, some students will always be ahead. The goals of this act were farfetched, and should have been viewed as impossible from the beginning. The law was supposed to make sure that poor children weren’t being left behind. To make sure kids were learning the federal government placed a heavy emphasis on standardized tests. According to chukka the law didn’t do much to close the educational gap between poor students and students who weren’t poor. However the law did force many urban schools to close because they were not meeting federal educational guidelines . From the perspective I have at this stage in my journey in the early childhood education field, I would like to share what I have come to value and believe in regards to early learning and care by looking at my philosophy statement. With the current paradigm shift to a family-centered relationship in mind, individual teachers must look at their ethical statements (Amatea, 2013).
