My son has been developmentally delayed since his birth in 2011. At age 3 we arranged to meet at the school to discuss options. The ESE department conducted a few tests this was difficult because he was non-verbal. Within a week, my husband and I sat down with a speech pathologist, two PreK teachers, and the ESE department director. This was the first time we were introduced to the Public Law 94-142 and the IDEA act that amended it to include children like my son. He was later officially diagnosed with Autism.
If this law were not passed my husband and myself could never afford to provide a special education for our youngest son. The school accepted our son when he was 3 and he was placed in a traditional voluntary pre-k classroom. The downside
