Introduction
In recent decades, the powerful processes and rapid growth which is occurring called "globalization". These processes affect the economy, society, culture, communities, environment and the people`s lifestyle around the world.Globalization produces standards in many areas which produce frequent changes in almost all areas of life. In the processes of globalization - states, communities, financial companies and individuals from all over the world make close physical or virtual connections, almost without consideration of the national barriers. This allows a quick transition of products, capital, people, information and ideas - from place to place; Economies, cultures and political movements consistent with each other and supply each other; and people around the world are developing similar tastes and cultural practices. The term "global village" use to describe this situation. This force companies and systems to adapt themselves to the environment which is developing and changing, and at the same they should generate changes and reforms. "External factors" and "local factors" require all systems in general to make changes, and in particular the educational system.
Globalization of education relates to discuss global processes and their impact on the educational practices and the local political. That means that events which occurring at the global level affect the school systems at national and local levels. There is an ongoing and dynamic interaction between the two systems which vary accordingly. Monitoring and evaluation are integral parts of management and provide a link between planning and implementation. While monitoring focuses on the activities and outputs, evaluation focuses on the outcome and goals. Monitoring focuses on inputs and outputs and is the continuous process of gathering information to measure against the goals and objectives. Evaluation, like monitoring, is a continuous process. Evaluation provides feedback on whether plans have been met and the reasons for success or failure. Evaluation should highlight shortcomings so they can be identified and corrected. It should provide direction for future plans. It is important to monitor and assess the on-going performance of teams and individuals, in order to evaluate the progress towards agreed objectives. Monitoring mostly involves keeping track of what is going on. By undertaking this regularly, we have the opportunity to make changes and adjustments, to ensure that any areas of concern are addressed.

If technology travels at the speed of sound, then the impact of technology can be said to travel at the speed of light. In the first twenty years of man and machine collaboration, technology isolated people to a certain degree, leading to an inward search of meaning between the two. In effect, there was less, not more, collaboration. The present, however, is far different as educators, students and institutions work to overcome the tech shock and begin to look outward at the possibility of utilizing technology for widespread collaborative purposes. The outcomes of the collision between technology and education within the global realm are better relations and more equal educational opportunities.
