Education is an unending process, that deals with learning and a ceaseless efforts be it consciously or unconsciously to achieve a given objective. In a vast growing world, education is one of the most effective tools for development and national transformation. However, the effectiveness of education as an agent of national development depends on how the government runs the educational system.
It is no doubt that education has transformed so many lives in Nigeria. The fundamental right of every Nigerian child is a right to free primary education of good standard. My main concern however is that education is not sufficient in a normal classroom setting. An outrageous number of students are registered every year, and nothing is put in place to sustain progress.
While we have some who are very fast learners, others are slow in learners for many reasons ranging from family to health. In this study, the challenges facing the Universal Basic Education project are examined while it also proffers solutions to meet the challenges, by introducing a software e-UBE.
Introduction
In previous years, thanks to the Internet and the rapid emergence of technologies, hypermedia and multimedia applications have gained an increasing importance in the information diffusion structure. Education has always been in existence in one form or another. As each child is born into this world regardless of who or where they are born, life lessons immediately begin. He/she will learn to crawl, walk, and talk by the example and encouragement of others. Although these lessons are basic in the beginning they evolve as the child grows. However, the core learning method of a child does not change. Learning from others, they will watch, listen, and then act for themselves. Thomas Jefferson believed that an education would lead men and women to the ability to be self-governed and become positive contributors to society (Mondale & Patton, 2001). Today, we can see how true this is by the examples of others. Those that are given the opportunity for education are more likely to find jobs and develop skills that not only improve a community, but influence the economic growth of their nation (Ravitch, Cortese, West, Carmichael, Andere, & Munson, 2009, p. 13). On the other hand, if an education is not provided to individuals, they can become a hindrance to that nation’s growth.
Over the past five years, Uganda’s education system has proved both effective and successful. Although in the process of further development, it has nonetheless served as a model for many developing African countries. The Ugandan government, with President Yoweri Museveni at its forefront, has determined primary education to be one of the major channels toward poverty eradication and as a vital resource for economic and social development. The Ugandan government has made a national commitment to eradicate illiteracy and educate its citizens through the 1997 initiative, Universal Primary Education (UPE). All levels of government, the private sector, grass-root organizations, local and international non-governmental organizations (NGO’s), community and church leaders, international aid agencies, and international governments have been major players in Uganda’s universal primary education policy and continue to structure the policy in ways to benefit Ugandans, while simultaneously protecting their own interests. Unfortunately with such an enormous national commitment and the underlying interests of the many contributors, there were many shortages in the realistic policy as experienced by Ugandans. I argue that these shortages, which ultimately affect the quality of primary education, can be linked to inadequacies in the deliberations, monitoring, evaluation, and feedback of Ugandan education policy; once these areas are reformed, a more comprehensive education system can be re-established.
Topic 1: Promotion of Education in Africa The issue of basic education in the world, especially in Africa, has been in the spotlight, waiting impatiently to be solved. The UN, with its Millennium Development Goals, has cited education as one of its top priorities to be achieved by 2015. The African Union, with its Second Decade of Education, has emphasized the need for primary education in Africa to ensure gender equality and the enhancement of African cultural values. Sadly, in many African nations, especially those in Sub-Saharan Africa, adult literacy rates are well below 50%, and many youth lack the most basic and primary educational opportunities.
Education is generally seen as a formal process of instruction, based on a theory of teaching, to impart formal knowledge to one or more students (Cogburn, n.d.). Henceforth, individuals seek to acquire some form of schooling from pre-school through secondary school while others may go on to tertiary to better him or her in some way. A definition of education according to the Oxford Advanced Learner’s Dictionary is that education is “a process of teaching, training and learning, especially in schools or colleges, to improve knowledge and develop skills.” Where education in the common parlance has become a process of adding layers of one’s store of knowledge, the true aim of education is to call forth that which is essential to the individual (White, 2006). Furthermore, and according to Coombs and Ahmed 1974, education is a continuing process, spanning the years from earliest infancy through adulthood and necessarily involving a great variety of methods and sources. Education also involves inculcating in students distinct bits of knowledge; therefore education is an additive process (White, 2006). It adds to an individual as well as it adds to a country through the individuals who are and would have been or are being educated. According to a study conducted by Olaniyan and Okemakinde 2008, education creates improved citizens and helps to upgrade the general standard of living in a society. Furthermore, education plays a key role in the ability of a developing country to absorb modern technology and to develop the capacity for self-sustaining growth and development (Todaro and Smith, 2012).
According to Article XV, Sec. 1 of the Constitution provides that “the State shall provide and promote the right of all citizens to quality education at all levels and shall take appropriate steps to make such education accessible to all.” This is one of the pipe dreams of the framers who should have known that, like social justice, government transparency and other fantasies, it belonged to the wonderful Land of Oz (Cruz, 04/05/2009). Quality of education here in the Philippines has two sides, good and bad. The good one is the one that the private schools are offering, besides the good facilities they also have an updated books that can help the students to know more about the subjects that they are studying and also the technology, many technology now are made for the students to make an assignment easily. The bad side is that in the public schools I observed that some of the students there were not paying anymore attention at their lessons because of the crowdedness of classrooms, some are eager to learn but they don’t have enough books or technologies to study and understand their lesson more. It can also affect the progress of our country, because the students are the future workers of our country. Victor T. king discussed in his study that underdevelopment. Underdevelopment is a country which has many problems in terms of job opportunities limited stock of resources and the like.For me underdevelopment is the effect of what education did this batch of graduates are, I’m not saying that public schools can’t produce a good students, my point is that sometimes it is depends on the students on how eager she or he is to learn the lesson.
How does this knowledge contribute in the development of country? No country can achieve sustainable development without significant investment in human capital. Education enriches people’s understanding of themselves and the things around them. It improves the quality of their lives and leads to wide social benefits to individuals, society and the country. Nobody can deny the importance of education. Although, some people think that a healthy economy is important for the development of a country; however, education is the single most important factor because firstly, science and technology are number one productive forces, secondly education provides justice and eradicate crime, thirdly it constructs people’s characters and habits.
For long periods of time, education has been important to the development the different scientific, moral and ethical fields of the humanity. In addition, it has been recognized by some governments as a human right, but in some places around the world; education is not accessible for everyone. Many people believe that having an educational system without any cost would mean a better educated society, whereas others argue that this would not be possible. To develop a better educated society, governments should establish a totally free education system for the following three reasons.
Primary (Fundamental or Elemental) Education- This type of education must be free and compulsory for any child apart from of their gender, social origin, nationality, color or any other discrimination.
The deeper objective of expanded basic education encompasses universal literacy. “Thus, literacy and basic education must not be viewed as separate goals, but as part of one single goal” (Global Monitoring Report 2008). Many administration analysts consider literacy rates as a crucial measure of the value of a region's wealth. Those who are more well educated in literacy have a higher socioeconomic status. The acquisition of educational degrees and certificates used to be the aim of every student and this usually was backed up with the support of parents. As a result of this, the standard of education in Nigeria was kept high and this was beneficial to both parents and students. The quest for quick wealth coupled with laziness has disrupted our educational system in the sense that students find it difficult to learn properly. To worsen the situation, parents now give support to their lazy and less-determined children. These children now choose to travel abroad for greener pastures that are not actually green, thereby leaving the schools for lizards and rats to inhabit. This has over the time posed a form of discouragement to the willing teachers, and it has led to the fall our educational standards.
