The first disability act when into effect in 1973 and it helped to end discrimination of those that have a disability. This was the first time that people with disabilities felt that they had a voice and that their concerns were being heard. During the 1980's, the focus of the disabilities community was to make sure that the Regan administration did not get rid of the disability act or did not reduce the benefits that the ADA provided “The ADA established that the nation’s goals regarding individuals with are to ensure equality of opportunity.” (Orlin.M). The American Disability act was updated by President Bush in the 1990s. The changes addressed the needs of people with disabilities and prohibiting discrimination in employment, public services, public accommodations, and telecommunications. To enforce these changes the Equal Employment Opportunity Commission was form to enforce this law and to help make sure that all businesses are following the law when they are employing people.
The American Disability rights movement was a social movement and it offered a solution to the discrimination that people with disabilities were facing. The Disability rights movement helped to empower individuals with disabilities to live independently and gave them the change to lie around others and not feel like they were going to be institutionalized for their disability like in past history. Building a relationship with your client helps to promote change. Social workers tend to have a bad reputation in the community and people often believe that the only things that social works do is turn you don for benefits and take children away. Developing a trusting relationship with your client is important to being able to help them effectively. Once a trusting relationship is developed between the client and social worker, the client is more forthcoming with issues that they may have and what they need help with. Being that those with disabilities have been ignored for so long or that they have had others that have tried to help them but didn’t, they may be more reluctant to divulge information.

After years of discrimination, it looked as though people with disabilities would finally fine justice. In 1968 a bill was proposed that would enable people with disabilities to seek protection from the government. One would think that this bill would be welcomed into our society, but the events that followed proved quite the contrary. It took five years, three changes of administration and two presidential vetoes to pass the Rehabilitation Act. President Richard Nixon signed the bill into law on September 26, 1973. This act was designed to protect the rights of persons with disabilities. Proceeding the signing of the bill a federal campaign was launched to eliminate discrimination against people with disabilities. Funding was authorized through this act for states to provide rehabilitation services like evaluation, counseling, training, placement, and rehabilitation technology services to qualified persons.
