Due to my husband being stationed in San Diego, we are currently California residents. I was in shock after looking at the Centers for Disease Control and Prevention (CDC) website because I had various beliefs about Californian’s health was proven wrong by the numbers. For example, I thought more men than women would have a disability. However, females had more disabilities than men in every area, including, cognitive, mobility, vision, and self-care. I had the belief that there would be more men disabled than women because California is a large military state and the military is made up largely of males. For this reason, I was not surprised to see the disability percentages for veteran and non-veterans in California were close in comparison.
The Americans With Disabilities Act (ADA) protects individuals with disabilities from discrimination based upon their disability (Bennett-Alexander, 2001). The protection extends to discrimination in a broad range of activities, including public services, public accommodations and employment. The ADA's ban against disability discrimination applies to both private and public employers in the United States.
Over forty million Americans are disabled, whether it is a physical, sensory, cognitive, or mental disability. Section 504 of the Rehabilitation Act was signed into law in 1973. This law states that no handicapped individual shall be disqualified from partaking, be denied benefits of, or be subjected to discrimination under any program receiving federal financial assistance. The foundation of the Section 504 is from the language of preceding civil rights laws that sheltered women and minorities. Section recognizes that history proves that humanity has treated people with disabilities as second-class citizens based on previous stereotypes. These types of attitudes have translated into policies based on paternalism. Section has acknowledged the discrimination of many children and adults. Senator Hubert Humphrey, who supported the Section, has said, “The time has come to firmly establish the right of disabled Americans to dignity of self-respect as equal and contributing members of society and to end the virtual isolation of millions of children and adults.” (Smith, 2001) In all, Section 504 has significantly altered the common and legal perception of civilization.
When we consider the education of our children in the United States, we must consider their health as a significant issue as it can positively or negatively impact a student’s education. It has generally been acknowledged that there is a great disparity in our country in the area of health care. Healthy People2010, a published report put out by the Health and Human Services Division of the Unites States Government (2000) has included as part of its Goals for 2010, to eliminate health disparities among different segments of the population. According to this report, health differences occur depending on a persons gender, race or ethnicity, education or income, disability, rural locality, or sexual orientation. In this paper, I will mostly concentrate on racial and ethnic differences as well as socioeconomic differences. According to the Healthy People 2010 report, biological and genetic differences do not explain the health disparities experienced by non-White populations in the United States. Besides "complex interaction among genetic variations, environmental factors, and specific health behaviors," Health and Human Services says, "inequalities in income and education underlie many health disparities in the United States." Also, "population groups that suffer the worst health status are also those that have the highest poverty rates and least education." Health, United States (1998) reported that each increase of income or education increased the likelihood of being in good health. According to this report, those with less education tend to die younger than those with more education for all major causes of death including chronic diseases, communicable diseases and injuries. There are several factors that account for differences between socioeconomic and racial and ethnic groups. These factors include a lower sedentary life style, cigarette smoking and less likely to have health insurance coverage or receive preventive care among these groups.
The health of the American people lags behind those from other developed countries. Federal public health agencies have a wide range of responsibilities and functions which includes public health research, funding, and oversight of direct healthcare providers. It has been a long time since changes have been made to the way the federal government structures its health care roles and programs outside of Medicare and Medicaid (Trust, 2013). With healthcare reform on the horizon now is the time to invest time and money in prevention, not medicine, making it a top priority to improve health and prevent disease. Funding efforts at all levels of the public health continuum need to focus on developing programs aimed at such leading initiatives as tobacco cessation, improving nutrition, supplying safe workplaces, and increasing physical activity in all ages of the population. People should have equal access to quality preventative medicine and education.
Health disparity is one of the major concerns in the provision of quality care and access to healthcare which directly the life expectancy of the nation as about ethnicity and race. However, describing the health outcomes or status of an ethnic group in the population would help in a better evaluation of the disparities that occur within minority groups in our society. “Racial/ethnic disparities in health and quality of and access to health care are a well-documented and persistent problem. Across many indicators of health, access to care, and health care quality, racial/ethnic minorities fare worse than whites, and each population faces specific challenges”(James et al., 2017, p. 1).
The goal within the United States government is to treat each individual as an equal citizen. Unfortunately, through the inadequate practice of public policies people have been treated unequal because of natural conditions and the countries social environment. In health policy, the two concepts that cause unequal treatment are health disparities and health differences. Health disparities are resulted from social factors that are avoidable and unjust. “If the technology became available for the deaf to hear completely, would you want your deaf child to have this technology?” It is every parent’s dream for their child to grow up healthy and happy. There are so many children in the world that do not have the ability to hear, and it is a horrible thing. Many would think it wrong for a parent to not want to give their child the gift of sight. If I had a child that was deaf, I would do everything in my power to help them get their hearing. If the technology was there to fix this disability, why wouldn’t anyone want their child to have it? “840 babies are born with a permanent hearing loss every year.”(NDCS of UK). This is a horrible number to hear, that so many children will never be able to hear. If there was any technology able to restore a child’s hearing it would be a shame if the parents didn’t get it. “Deaf children face tremendous difficulties learning to read, write and communicate with the hearing world around them.”(NDCS of UK).
