Community Outreach Programs and Community Policing

Statement of the Problem

In recent years there has been a push for law enforcement officers to change their methods of policing and move toward a community policing role where they spend time getting to know those in the community in which they serve (Goetz & Mitchell, 2003). These partnerships within the local community are designed to help those in the community find the help and resources they need rather than just look for ways these citizens are breaking the law. As seen in recent years, there is great importance in how the community feels and the perceptions that they have about the local law enforcement. Few programs like these exists in smaller, more rural communities. This study would examine several programs that are utilized by the local law enforcement agencies to determine the community's perception of these programs and how effective the local community feels they are. It would also seek input on new programs that the community would like to see implemented that would increase the positive perception of the police departments.

Hypothesis & Null Hypothesis

Question One: The hypothesis states that community outreach programs in local law enforcement agencies including county officers, city departments, and state officers, can increase the positive perception of law enforcement officers within the community . The null hypothesis states that community outreach programs in local law enforcement agencies have no positive impact on the perception of the community of the police departments and officers.

Question 2: The hypothesis states that outreach programs that focus on issues related to children in the community are the most effective and best received by the local community. These officers would not be from one department, but rather all of the agencies that serve this community including county officers, city department officers, and state officers. Surveys would be mailed to all citizens within one community in a small, rural county in Tennessee. The survey would be from the Community Oriented Policing Service as part of data collection that occurs prior to the implementation of a community outreach program designed in conjunction the United States Department of Justice and the Community Oriented Policing Service (COPS, 2014). After initial collection of the surveys, data would be analyzed to see the kinds of trends that could be found. Officers of both the county department and the city police department would participate in the community policing training. State officers would also be invited to participate since they are a vital part of the law enforcement in a rural county. Officers would then be trained in the community policing and be part of a local community outreach program that builds partnerships with local businesses, nonprofits, and citizens to make the community safer and provide resources to those in the
