Civic Culture
Civic Culture is regarded by many political scientists as the most important factor for a nation to possess to maintain healthy a democracy. However, while scholars like Robert D. Putnam agree with this assertion, Civic culture is not enough to sustain a healthy democracy in a country, it must be paired with the ‘right’ of the four aspects of civic culture (unbiased media, cross cutting cleavages with memberships, etc.) as well as paired with a dependable economy, I will show this through an examination of cases studies of Italy and Germany.
To help prove this I need to clearly define what civic culture means in this essay. Civic culture in this essay is defined as the level of participation of the population in a country that has associational membership, media engagement, voter turnout and a high number of informed voters. (Fisk, Political Culture) In Putnam’s book “Making Democracy Work” he uses a case study of Italy to prove the importance of civic culture. While examining the associational membership in Italy he found “In Italy’s twenty regions, the density of sports clubs ranges from one club for every 377 resident in Valle d’Aosta and 549 in Trentino-Alto Adige to one club for every 1847 resident in Puglia.” (Putnam, 92). He believes the higher the participation in clubs like this the better. This is because associational clubs like these sports clubs in Italy are places for people to meet others that are from different classes and socioeconomic groups. It is a way for people to see how the policy changes that are voting for may affect others, the friends they may make at these clubs, and see the benefits of them where they may have not had the opportunity to see the benefits of them if they had not joined the...

Putnam’s theory that civic culture is enough to sustain democracy is not accurate because situations like the backsliding of Weimar Germany away from democracy can happen even with the presence of a high civic culture. Instead of focusing on improving the numbers of people that a part of associational memberships, read newspapers and other media outlets, the number of people that turnout for national elections and the amount of informed voters there needs to be a focus on improving the quality of Civic Participation. There needs to focus on eliminating polarized cleavages within society and eliminating media bias in favor of bipartisan coverage in order to achieve the ‘right’ civic participation. There also needs to be a stable economy where people are not worried about not being able to feed their families to focus on the issues at stake in the country.
