Background
Major natural disasters such as hurricanes, earthquakes and floods often precipitate sudden emergencies, which have significant impact on all domains of life for affected populations. Children are a particularly vulnerable group to the effects of natural disasters, with unique physical, developmental, and psychosocial characteristics that place them at high risk for adverse outcomes (Murray, 2011). Some of the consequences for children after natural disasters include physical insecurity, poor living conditions and displacement, and disruption to community life. Numerous children may also be left orphaned after the loss of one or both parents. The aftermath of natural disasters place children at risk for adverse physical but also psychological sequelae (Chemtob et al. 2002).
The vulnerable child
A rapid assessment of child protection needs after a disaster is vital. The child is prone to the physical effects of exposure to the elements, injuries, lack of secure or safe shelter and disease. Children can also have psychological sequelae from family separation, witnessing of distressing events and death, and the general loss of security. Children may be at risk of abandonment, violence, abuse and organised crime and trafficking in the post-disaster setting (Balsari et al. 2010). These physical and psychological outcomes may have immediate but also longer lasting effects on the child.

Some responses reported in children after the Thai tsunami and Hurricane Katrina included depressed mood, general fearfulness, anxiety and a sense of isolation. Natural disaster can be traumatic events that have a huge impact on the mental health of communities often resulting in an increase in mental health needs that don’t get met. In 2005, one of the worst natural disasters in U.S. History, Hurricane Katrina, hit the states of Louisiana and Mississippi affecting 90,000 square miles. In addition to the 2000 people killed and million displaced as a result of the Hurricane, a significant number of people, according to multiple studies, suffered and continue to suffer from mental health issues including stress, anxiety, depression and PTSD. After the Hurricane, communities were both physically and emotionally devastated leaving individuals without loved ones, homes, belongings or jobs (Rhodes, J., Chan, C., Paxson, C., Rouse, C. E., Waters, M. and Fussell, E., 2010. p. 238). The Gulf Coast, whose mental health system had been obliterated by the Hurricane, was in desperation of mental health services in order to prevent chaos and initiate recovery immediately. The U.S. government did not provide sufficient services; thus, illustrating how the affected communities’ mental health needs weren’t being met and continue to not be met today. The survivors of Hurricane Katrina did not receive sufficient mental health services due to lack of government action and lack of programs with the capacity to assist large numbers of people which resulted in the individuals and communities affected to endure homelessness, poverty, and mental health issues even till this day.

Deblinger, McCleer, & Henry (1990) demonstrated that trauma focused CBT which included anxiety management components (e.g. coping skills training and joint work with parents) which children aged 3 to 16 were effective in reducing the symptoms of PTSD because the client was able to externalize their symptoms rather than keeping them inside. Finally, a child who is suffering from PTSD is likely to be vulnerable to further abuse and will often inflict it on himself or herself as well as allowing it from others. This disorder develops specifically because of an inability to feel safe during the developmental years that results in an inability to feel calm and safe. Vulnerable groups are individuals who require special attention before, during and after natural disasters occur. They include women, children, prisoners, the elderly and persons with disabilities. In the event of sudden natural disasters like earthquakes and storms, very few strategies can be implemented.
