Construction mistakes and defective works are the fourth challenges to be considered as main challenges that hinder completion on-time project. In addition, lack of high – technology is related the challenges of low productivity and efficiency of equipment which is particularly true due to old model equipment not able to produce high production and frequent equipment breakdown problem.
4.4 STRATEGIES ADOPTED TO ENSURE ON-TIME COMPLETION
The objective of conducting the analysis for this section is to determine the strategy can be adopted to complete project on time that identified from the literature review and the ranking according to their significant influence towards efficiency of strategy. Based on the eight challenges that identify, the observations of nine strategies have been proposed to ensure project complete on time.

In order to identify the effectiveness of strategy to ensure on – time completion in construction project, there are challenges that hinder project from complete on time were identified and ranked based on the calculation of the relative importance index as shown in Table 4.3.
Referring to Table 4.3 and Figure 4.10, shows site management and supervision, proper planning work, cost management, use proper equipment and machineries and collaborative working in construction has made the top five of effective strategies were ranked by contractors.
The site management and supervision is the most important strategy among the nine strategies. The contractors need to ensure all the parties that involve in the construction project to follow the timetables from starting of work until completion of project in time given. So, it will hinder the project from cost overrun. In addition, the contractors have to appoint Project Manager for supervise the construction quality and standard compliance based client

According to Boards of Quantity Surveyors Malaysia (BQSM), currently, there are 345 registered quantity surveyor (QS) consultancy firms in Malaysia (BQSM, 2014). In order to remain competitive in the challenging construction industry, QS firms have to adopt the best strategy that suite them. Without proper planning, insufficient projects and remuneration will bring about bad cash flow and become eliminated eventually. Firm size is definitely affecting the choice of strategy used (Abidin, Nor’aini Yusof, & Adros, 2010). These firms may have different strategic orientation and affects the strategic planning process. Planning process will then bring impacts towards the firm’s decision in policy formulation and management style. Four types of categories are used to differentiate between these firms, which are the “Prospector”, “Defender”, “Analyser” and “Reactor” type. “Prospector” firms tend to be entrepreneurial, innovative and new opportunity oriented while “Defender” firms tend to defend the existing market. “Analyser” firms are the hybrid of “Prospector” and “Defender” types and may have relatively more stable and dynamic environment. The last type is the “Reactor” firm that have short term planning and changes continuously according to the latest needs (Hassan, 2010).

Max Wideman presents a wider definition for TM as the “function required to maintain appropriate allocation of time to the overall conduct of the project through the successive stages of its natural life-cycle, by means of the processes of time planning, time estimating, time scheduling, and schedule control.” Ultimately at it’s core however, TM is about time, its planning and control during all stages of the project. A further look into Wideman’s definition of TM by means of identifying its importance throughout the entire project life-cycle (Initiation, planning, execution, controlling and close-out) is required. It is hoped that by analysing how TM tools and techniques can positively and negatively effect the different stages of the Project life cycle a better understanding of productivity, TM and project success will result.
