CONCEPT NOTE ON SUPPORT FOR STREET CHILDREN IN KABUL

Background & Justification

The legacy of decades of war in Afghanistan led to a nationwide breakdown of social and economic structures. Poverty is the main determinant of child labour, many families consider not having other choice but to put their children to work. The United Nations Children’s Fund estimates that 31% of 5-14 years old are engaged in child labour and the net enrollement rate of primary school is just above 50% . Street work is one of the most intensive activity sector. Parents consider a valid solution to resort to it temporarily to face unexpected crisis. This sudden poverty can be the result of national, local or family events, including death and illnesses. Without the help of the government and with weak social safety nets, such as inter family assistance, family increasingly resort to child labour in Kabul. Child labour is a socially accepted practice in Kabul, families resort to it for economic purposes.
The extent of hours worked per day or week, along with recreation and break times, are a measure of child exploitation and vulnerability. More than 80% of all children interviewed work more than 42 hours per week . Almost half of the child workers interviewed earn more than 900 Afghanis (18 USD) a month which is a significant part of the overall household revenue.
Children working on the streets sell items such as plastic, cigarettes, bubble gum, mobile phone scratch cards, newspapers, lighters, maps and other items which can be sold for monetary value. They are out on the streets alla day long, without any protection or safety measures from abuse, crimes. ... put into practice what their children have learned. Important messages are delivered in parallel by educators in the classroom and parents indirectly through the activity " language games ." They depict the form of play , accurate to pedagogical situations.
● “One-hot-meal-a-day” programme for street children. This project would cost around over $6 per child per month
● Library: to add bookshelves, to serve as community libraries (through collects donations in Switzerland)
● Kindergarten: to set up an early childhood development centre for children aged 4-6 to give pre-school education, a daily snack and a chance to socialise with other children
● Playground: to fund the construction of a playground with swings, a see saw, monkey bars, a slide, volleyball court, soccer field
