In severe economic conditions, with high levels of unemployment in the general population, disabled persons find it difficult to get a job. Their education and training does not suit the job market trends. They are usually educated (trained) for the professions that are no longer in demand, and in most cases are often not computer illiterate, which makes it extremely difficult for them to find employment. On the other hand, it has not completely broken down barriers that continue to create the dynamics of oppression among such individuals. For instance, WIOA can be harmful to individuals with disabilities because there are still societal prejudices and biases associated with the stereotypical portrayal of people with disabilities and WIOA has played a role in it. As societal pressures for higher education increase, more emphasis has been placed on the importance of a minimum of a bachelor's degree from an accredited college or university. This has led to the increased enrollment of students with learning disabilities over the past decade. According to a recent survey from the National Clearinghouse on Postsecondary Education for Individuals with Disabilities, one in eleven full-time first-year students entering college in 1998 self-reported a disability. This translates to approximately 154,520 college students, or about 9% of the total number of first-year freshmen, who reported a wide range of disabilities, ranging from attention deficit disorder to writing disabilities (Horn).
In 1972, Geraldo Rivera with the help of Dr. Michael Wilkin of Staten Island's Willowbrook State School gained access to the institution and filmed the deplorable conditions the residents were living in. Now 25 years later the documentary reflects on four survivors of Staten Island's Willowbrook State School and their families. The family members give testimonials on how it felt to discover that their child had a disability, leave their loved ones in an institution, and the quality of care and services provided. The film also focuses on the progress made by the members that now live in group homes and the quality of their lives.
Approximately twenty years ago there weren’t many improvements made to assist disabled people in the workforce. Ableism was recognized but not much was done. But that has changed significantly. People are much more aware of it and are trying to fix the mistakes of the past to create a better future. One major effect ableism has is that Canadians with disabilities are very likely to live in poverty.
The Americans with Disabilities Act (ADA) is one of the most significant laws in American History. Before the ADA was passed, employers were able to deny employment to a disabled worker, simply because he or she was disabled. With no other reason other than the person's physical disability, they were turned away or released from a job. The ADA gives civil rights protections to individuals with disabilities similar to those provided to individuals on the basis of race, color, sex, national origin, age, and religion. The act guarantees equal opportunity for individuals with disabilities in public accommodations, employment, transportation, State and local government services, and telecommunications. The ADA not only opened the door for millions of Americans to get back into the workplace, it paved the road for new facilities in the workplace, new training programs, and created jobs designed for a disabled society (Frierson, 1990). This paper will discuss disabilities covered by the ADA, reasonable accommodations employers must take to accommodate individuals with disabilities, and the actions employers can take when considering applicants who have disabilities.
The Americans With Disabilities Act (ADA) protects individuals with disabilities from discrimination based upon their disability (Bennett-Alexander, 2001). The protection extends to discrimination in a broad range of activities, including public services, public accommodations and employment. The ADA's ban against disability discrimination applies to both private and public employers in the United States.
I believe the Americans With Disabilities Act is the most important precedent set in the struggle against all discrimination for persons with disability. In this paper I will give a brief description of the statutes set by the Americans With Disabilities Act, pertaining to disabilities in the workplace. I will then discuss what employers are required to do according to the A.D.A. and some of the regulations they must abide by. The next section of this paper will discuss the actual training of employees with disabilities with a highlight on training programs for workers with mobility and motion disabilities. The following section of this paper will discuss the economic effects of a vocational rehabilitation program. Finally this paper will conclude with a brief discussion of what the measures set by the Americans With Disabilities Act means to the actual workers and people it benefits.

Michigan Disability Rights Coalition (n.d.) states that the medical model emphasizes that there is a problem regarding the abilities of the individual. About eighteen to twenty percent of the world's population consists of people with disabilities; this is about 600 million people. Because of advanced medicine, those who are injured in major car accidents, war and who have chronic illnesses are living longer and with spinal injuries, head injuries and other impairments. There is a direct correlation between poverty and disability. It is more likely for a person with a disability to live in poverty; about 1.3 billion people with disabilities struggle with poverty worldwide (People with Disabilities, 2012). Disability and poverty is a social problem in today's world.
People with disabilities often face societal barriers and disability evokes negative perceptions and discrimination in society. As a result of the stigma associated with disability, persons with disabilities are generally excluded from education, employment, and community life, which deprives them of opportunities essential to their social development, health and well-being (Stefan). It is such barriers and discrimination that actually set people apart from society, in many cases making them a burden to the community. The ideas and concepts of equality and full participation for persons with disabilities have been developed very far on paper, but not in reality (Wallace).
