The Algo centre mall project that cost about $10million was constructed in 1979 and finished a year later in 1980 in Ontarion, Canada. This two-storey structure have covers about 190 000 square feet of floor area and also have three dozen commercial unit of houses as well as a hotel. Apart from shopping complexes, it also comprises a total of 80 hotel rooms of Algo Inn that make it the largest hotel in the town. A primary feature of the complex was a roof top parking deck. Through 32 years of the mall's service life, this building would prove to be a liability for the structure and it finally failed and lead to death. Because of the existence of some misunderstanding between the concrete manufacturer and the architect/design team, in regards to which party should take the responsibilities to implement the water proofing details and installation. Since the Elliot Lake Inquiry has not come to a conclusion of that matter (Dec.16th, 2013), the responsibility of the waterproofing detailing is not yet clear. These leaks allowed water to penetrate through the topping and let the iron access the frame of the building. Until then, the corroded building’s frame getting worse and yet the roof top parking deck allowed water to penetrate the building until three decades. The corrosion that eventually so severe leads to the failure of the weld on a connection, resulting in the collapse. Before the collapse, it took about 32 years’ worth of inspections of the building. None of the inspectors indicate the corrosion of the steel frame. The amount of water penetrating to the interior of the building should have alerted the inspectors to a potential problem. The tragedy of collapse occurred on 23th June 2012. The source of failure was due to corrosion of the steel members of the structural frame.
