Our PSA will come in two parts. The first part will be aimed at assuring residents that current water being provided is of high quality and informing them of the steps taken by the city to prevent similar problems in the future. This reasoned appeal will target the more trusting members of the public such as those in the solidarity group on the Campbell Trust Continuum. The second part of the PSA will describe how city A is putting on a free clean water themed community event to promote water sustainability and celebrate the purification of city A’s water supply. For any possible future water issues, our expert personnel will be notified and information will be shared with the public immediately thanks to these precautionary measures. As you may know, nearby city B has also been struggling with water purification since the earthquake, and has not yet found a solution. In light of this and the advancements we have made as a city, an upcoming community benefit celebration will be held to celebrate our achievement of water purification and to earn money for further water infrastructure improvement in city B. Thanks to our community partners, admission is free and all donations will go toward attaining sustainable clean water for city B. Though a city partnership our experts will be sharing our findings with city B and helping in their process of water purification. They might be suspicious of giving to a clean water cause when they themselves suffered the same situation, waiting awhile for a remedy. We will respond to this criticism by emotional appeal to citizens’ empathy. Because they have faced this hardship, they may be more willing to help people who face similar hardships. They know first hand the difficulties of not having clean water available and of having to conserve water. Another skeptical response to our message might be that the water may not be safe after all. If community members felt they were lied to before (that the contamination should have been reported sooner than it was), they may be reluctant to believe the health of the water announced in our PSA. However, we can respond to these fears by giving an account of the measures taken by experts to decontaminate and test the water. While this data that we supply may take a central route to trust that would not be effective for the greatest of skeptics, pairing this with a peripheral route (celebration of the decontamination and a benefit for city B) displayed in our approach can be a sure to appeal to different levels of
