Health Planning Surveys Are Important By March 2, 2018, all Georgia ambulatory surgery centers (“ASC’s”) must submit the annually-required Certificate of Need survey (the “Survey”) to the Department of Community Health (the “Department”). If an ASC fails to comply, the Department has regulatory authority to revoke the Certificate of Need or assess fines of up to $500.00 per day (up to 30 days’ late) and $1000.00 per day (after 30 days). It is true that these remedies are disfavored, but they do exist and may be applied where circumstances warrant. Second, in submitting this required survey, an ASC is accurately communicating the services that it provides to the Department. An ASC effectively tells the Department, “we are meeting a need for X in the relevant service area and no further need exists.” Indeed, applicants for CON’s and LNR’s tediously study each and every relevant survey. Third, ASC’s should know that the information within these ASC surveys (and non-ASC surveys) guide the Department in determining whether to grant or deny CON applications. Where a provider has failed to submit a survey, the Department and the parties are forced to ignore that provider in any decision or argument made. The absence of a survey will unfairly help or harm parties seeking CON approval from the Department. Simply put, if a survey does not exist, each party will use that fact for its own advantage in any litigated CON

Once the surveys are returned to the company, they are returned to the Customer Satisfaction Action Team. This team reviews the surveys, separates them by employee and then by the results.. The results are separated by “Excellent” and “Very Good” and then “Fair” and “Poor” marks. The card members that score a “Fair” or “Poor” mark on the survey is called back by one of the team members and the issue is discussed further to find out why the survey was marked that way. The comments that the card members make on the surveys are returned to the employee’s team leaders. The team leader gives the feedback to the employee and discusses with them their best practices or opportunities that need to be worked on.

Generalizability is the ability to sample and draw research conclusions for large populations (Bachman & Schutt, 2012). In order to effectively maximize outcomes in survey research, surveys must be structured to avoid unclear or confusing questions. Demographic related questions should be avoided if not pertinent to the research study (Bachman & Schutt, 2012). Generally, the motivation of the researcher is clearly identified in a survey, and the respondent has the option of declining involvement in the survey. There are fewer ethical dilemmas with survey research than other types of research methods.

It is important to attempt to eliminate some of these causes in order to complete a thorough, accurate study. In future projects, this study could go about researching the issue in different ways. Also, keeping the surveys mainly anonymous would help to receive more truthful and accurate responses from participants. Participants may be fearful of judgments on open interviews or phone interviews, which could affect responses.
