Issues of unemployment are not something new as many countries are struggling to solve this issues including Brunei. Brunei’s population have been rising since 2001 (diagram 1). In diagram 2, it shows that Brunei labour force in 2011 was 185,900 people which are higher compare to those in the previous years (175,700 people in 2007 and 179,600 in 2009). With respect to the rising amount of labour force, both the employment for man and women rises (Diagram 2). However, the unemployment rate in Brunei have been fluctuating since 2007 (3.6%) and in 2011, the unemployment rate is at 1.7% (diagram 3). Despite the lower rate, issues of employment are still issues in many countries. According to the education minister, roughly 20,000 school leavers are trying to find jobs. This number account to 5% of Brunei populations. They aimed to reduce the number by 80% as high unemployment can lessen the people quality of life, slower economic growth and create gap between the rich and poor. Higher number of registered jobseekers does not automatically indicate the rate of unemployment.
People are blaming that the foreigner took a large number of available job in Brunei and reducing the local job opportunities. They also claimed that Brunei relies on foreign workers in skilled technical and managerial positions as well as lower paid jobs in construction and retailing. As of December 2012, only 36% or 2187 out of 6130 job positions were taken up by the local and the rest fall to the foreigner (Fitri Shahminan, 2013). Blaming entirely on foreigner for the increasing rate of unemployment can be misleading. There are many other causes of high unemployment in the country. Mindset of the jobseeker should be more open and to accept any job opportunities given. Wage structure in the private sector should be altered to make it more financially attractive for jobseekers to enter and earn enough income for their living. This is one of the important steps needed as jobs in the government sector are limited and qualification requirement are higher. The country can reduce the dependency of foreign workers if the local are willing to take similar jobs that the foreign are taking now.

Ultimately, temporary foreign workers and unemployment are two interweaving issues that Canadian businesses and government officials will have to deal with as the economy seeks to be restarted and refreshed. Though TFWs do not have a strong effect on unemployment—due to their need for unappealing jobs in inaccessible locations—they still spring open a debate on what the government should do in regards to foreign workers and immigrants, how to ensure that Canadians are always considered first for jobs, and what sort of “skills gap” really exists in the country and how it can be dealt with. Canada’s wide and vast geography and numerous natural resources are both a blessing and a curse for its economy and employment. If politicians and business leaders can effectively manage both, it will make the country all the better.

As esteemed journalist Tom Piatak wisely puts it, “The trickle of outsourcing threatens to become a flood.” His words speak the truth as outsourcing has left United States’ workers jobless, and it continues to increase the unemployment rate every year. During February of 2009, American workers lost a record 651,000 jobs alone, increasing the unemployment rate to 8.1 percent, the highest it has been in 25 years (Katel). Multinational corporations, hoping to cut down costs and stay profitable in the market, outsource by exporting American jobs to third-world countries such as China and India. It may seem noble that outsourcing provides third-world countries with job opportunities, but the United States’ markets and industries are greatly affected. Outsourcing is harmful to the United States’ economy because it paves the way for job losses, decreases product consumption, and widens the gap between the rich and the poor.
The largest cause of unemployment can be attributed to recession. The term recession refers to the backward movement of the economy for a long period. People spend only when they have to. (Nagle 2009). With people spending less there would be less money in circulation therefore, enterprises would suffer financially and people would suffer too. This is so because recession reduces the fiscal bases of enterprises, forcing these enterprises to reduce their workforce through layoffs. These enterprises lay off their workers in order to cut the costs they incur in terms of wage and salary payments.
