The following is an overview of the Turner event I attended on Monday evening (August 22, 2016).
With nearly 90 attendees, the "DCA South Hangar Line Subcontractor Meet and Greet" started with a brief presentation (approximately 10 minutes) and general overview of the three (3) major construction projects that are scheduled to span the course of seven (7) years. The overview, which was presented by Mr. Ben Short, CMR Program Executive, more specifically detailed the long term redevelopment project phases, which will include extensive demolition and renovations of Terminals B and C. Travis Parson, a Project Manager from TMG Construction Corporation (TMG). His brief presentation (approximately 3 to 5 minutes) included an overview of the following trades available for opportunities on the project. These include: abatement, demolition, misc. metals, concrete, steel, finished carpentry, elevators, glass & glazing, doors, frames, hardware, drywall & framing, hardware, painting, fire protection, painting, roof work, mechanical and electrical. Ida Wiebke, Procurement Agent for Turner Construction. During her presentation (5 minutes), Mrs. Wiebke provided an overview of the twenty-five (25%) Local Disadvantaged Business Enterprise (LDBE) and fifteen percent (15%) M/WBE project requirements as well as a broad illustration of the necessary steps for those in attendance to become an LDBE certified firm. In doing so, Mrs. Wiebke provided the following instructions for M/WBE and LDBE firms to be considered eligible for participation on Turner projects: 1). Each firm that desires consideration must be pre-qualified with Turner. This entails visiting www.turnerconstruction.com and clicking on the “Partner Login” link to submit all required prequalification data and documents (e.g. company details, w-9, contract history, financial statement, OSHA EMR, etc.). There was a handout presented at this time to detail the prequalification system process (see attached). The presentation ended with a brief overview of the “tradesmen wages” (non Davis Bacon) that will be utilized on the project and monitored by LCP Tracker Compliance

Bolger had reported design errors that necessitated the refitting of complex equipment and rework of the aluminum welding. Materials requirements included the use of welded aluminum. Bolger normally employed only steel welders; aluminum welders were in short supply and impatient during work stoppages. The Bolger contract was cost based plus a fixed fee. A particularly disturbing problem was Bolger's cost reporting system. Bolger contract negotiators waited for up to three weeks for cost data.

The wage determination system has moved from centralised determination through National Wage Cases towardst an enterprise bargaining framework. Safety nets are there mainly for low paid workers who are unable to secure wage increases under enterprise bargaining. There has been sustained moderate wage increases, low inflation, strong productivity growth and employment growth. This system appears to generate the best of both enterprise agreements and centralised wage determination.
